Annual Review • Management dialogue at country level to assess progress towards results • Involves an assessment by CO and its partners of SRF outcomes and their contributions to goals at the Country Programme • Guides the planning of UNDP assistanceover the next 12 months • Key vehicle for learning by determining lessons learned and reviewing recommendations • Connects reporting, feedback, evaluation and learning in order to assess performance as a basis for the ROAR

UNDP Administrator’s Business Plans 3 legs: advocacy, policy advice and development services 6 areas of concentration: • Democratic Governance • Poverty Reduction • Crisis Prevention and Recovery • Energy and Environment • Information and Communications Technology • HIV/AIDS Plus • protection of human rights and empowerment of women. • UNDP is also the "scorekeeper" and “campaign manager” for the Millennium Development Goals (MDGs) • Resident Coordinator of development activities for the United Nations system -- seeking to ensure the most effective use of UN and international aid resources.

  4. UNDP Programme Activities: Mandate: Technical Assistance for building up national capacity to formulate priorities and implement them Priorities: Country Cooperation Framework (CCF) Modality: National Execution Measuring progress: Results-Based Management System (RBMS)

  5. UNDP Moldova Country Cooperation Framework 2002-2006 Drafted by UNDP Moldova in consultation with Government of Moldova and partners and approved by the UNDP Executive Board in January 2002. Primary Objectives: • to strengthen governance as a basis for sustainable and equitable growth and development • to exploit opportunities to integrate people, ideas and activities in support of sustainable and equitable growth and development Major goal: To help Government create an environment that enables ‘pro poor’ sustainable human development Cross-Cutting Themes: • Fostering civil society ·Promotion of human rights • Poverty alleviation ·Information access • Promotion of gender equality

Governance: Furthering judicial reform Judicial Training Management of the legislative process Strengthening localgovernment Public administration; Participatory development Strengthening the rule of law Anti corruption Drug control Integration: Alleviating poverty Poverty analysis Tourism Development Assisting vulnerable groups HIV/AIDS Women Language & Information access Strengthening environmental compliance support Regional development UNDP Moldova Country Cooperation Framework 2002-2006

RESULTS-BASED MANAGEMENT AT UNDP • Effective and efficient delivery of services for building national capacities for development • Focus on national priorities within mandate and comparative advantages (3 legs, 6 areas) • Clarity of expected outcomes; • Careful monitoring of progress towards outcomes; • Partnerships; • Reporting for transparency.

Strategic Results Framework (SRF) Management Tool which translates the broad areas of cooperation reflected in the Country Cooperation Framework into: Outcome: Actual or intended change in development conditions Output : Product and/or service of a project. Indicator: Means of measuring what actually happens against what was planned in terms of quality, quantity and timeliness. Partnership strategy:Who are the partners, who will do what Inputs > Outputs >>> Outcomes > Impact Experts People trained; Jobs created; Conditions improved: Curriculum Studies Incomes Health/longevity completed increased

Results-Oriented Annual Report (ROAR) • Results-based report capturing progress towards the achievement of strategic outcomes prepared on an annual basis. • Provides a basis for performance assessment • Written at country level and aggregated at global level into a corporate ROAR submitted to the UNDP Executive Board

MANAGEMENT ARRANGEMENTS FOR UNDP IN MOLDOVA • Programme Management Joint responsibility of National Counterpart (Minister of Economy) and UNDP Office; Annual Review (AR) Annual Report focused on outcomes • Project Management National Project Coordinator (state official) UNDP-funded project staff Steering Committee with partners’ participation Project implementation support services and monitoring of overall progress – provided by UNDP CO
