NIH Grants Management UpdateFederal Financial Report (FFR) • The Federal Financial Report (FFR) SF 425 is replacing the Financial Status Reports (SF 269, SF 269A) in January • Reports are required annually for foreign recipients to report grant expenditures • Like the FSRs, FFRs must be submitted electronically through the eRA Commons by the person designated that role at your institution.
NIH Grants Management UpdateResearch Performance Progress Report (RPPR) • Research Performance Progress Report (RPPR) posted in Spring of 2010 • Report will replace PHS 2590 • OMB requires participating agencies to post implementation plans in January 2011 • NIH will implement in an electronic environment
Existing NIH Policy RemindersPublic Access Policy • Public Access Policy ensures that the public has access to the published results of NIH funded projects. Policy requires that final peer-reviewed papers can be accessible to the public on PubMed Central (PMC). • PMCID is a unique reference number or identifier that is assigned to every article that is accepted in PMC. • PMCID must be referenced on annual and final progress reports.

Existing NIH Policy RemindersAudit Requirements • Required for institutions that expended a total of $500,000 or more under one or more HHS awards (as a direct grantee and/or under a consortium) . • Foreign institutions can choose one of two types of audits: • Financial-related audit in accordance with the Government Auditing Standards commonly known as the Yellow Book, or • an audit that meets the requirements of OMB Circular A-133
Existing NIH Policy RemindersInstitutional vs. NIH Policy • Remember. Institutional policy can be more restrictive than NIH policy. If this is the case, then institutional policy trumps NIH policy. • Institutional policies must be consistently applied regardless of the source of funding. • If your institutional policy allows something that is not allowable under NIH policy, then you can not charge costs associated with those activities to the grant.

IEARDA Components • Initial orientation for IEA through distance learning component • On-site assessment by NICHD staff to grantee institution • 3-week residency for IEA at NIH to provide training on NIH processes and procedures and to acquire knowledge and skills to administer NIH grants • Refinement of research infrastructure development plan while at NIH • Funding to implement the plan • Evaluation of program outcomes
IEARDA Eligibility • Institutions in sub-Saharan Africa or India • Three NIH grants (direct or sub-projects on US award) • PI (aka International Extramural associate-IEA) is full time research administrator, preferably with higher degree (PhD, MBA etc) • Existing research administrative infrastructure in place • Electronic connectivity and internet access • Institutional commitment (office space, time, equipment, staff, sustainability plan, etc)
