2. Project Objectives 1.1 The objective of this project is to upgrade facilities at the Hurstville Educational Precinct to support both Hurstville Public School and Georges River College, Hurstville Campus with facilities that are guided by the School Facilities standards. 1.2 The project is an enhancement of facilities to maintain existing service across the Hurstville Educational Precinct.

Scoping the Project: Background Site: Hurstville Public School is located on a site adjacent to Georges River College Hurstville Boys Campus with playing fields and free play area between the two sites. The Primary school currently occupies approx 2.5 hectares of the site while the High School occupies a greater portion of the site.

Scoping the Project: Background Hurstville Public School opened in 1876 From 1913 the school was designated a school with primary and secondary departments Georges River College, Hurstville Campus opened in 1929 (known as Hurstville Central Junior Technical School until 1961 and Hurstville Boys High School until 1998) and Hurstville Central Domestic School (Penshurst Girls High School) opened in 1936. At this point Hurstville Public School became a public school again.

5. Scoping the Project: Background Primary School In 2008 Hurstville Public School was the second largest primary school in the state with 1067 students. The original school building, two storey, was constructed in 1891 and is listed on the Hurstville Local Environmental Plan, 1990

6. Scoping the Project: Background High School Georges River College, Hurstville Campus is a Year 7 to 10 boy’s secondary school. The Georges River College consists of the Penshurst Girls Campus (co-educational) and Oatley Senior Campus (co-educational). These schools became Georges River College in 2001 when Hurstville Boys High School, Peakhurst High School and Penshurst Girls High School became junior campuses (year 7-10) and a new senior high school (years 11 and 12), Oatley Campus was introduced.

7. Scoping the Project: Background Development of the Hurstville Area In the South Draft Regional Strategy Hurstville LGA has to supply around 4000 new dwellings in the LGA by 2031. The majority of these dwellings will be medium and high density housing around transport nodes and especially in the Hurstville Town Centre. Hurstville City Council has forecast that there will be an additional 2300 new dwellings in the Hurstville City Centre. Hurstville Public School catchment area covers the Hurstville City Centre, therefore, there will be continual enrolment pressure on Hurstville School from this and other unit developments to 2031.

8. Scoping the Project: Background In summary: the educational facilities are not meeting the current educational need.

9. The Planning Process For the past 10 years the Hurstville PS and Hurstville BHS have lobbied Government for upgrade to both schools. A facilities review was undertaken in 2004 by the Asset Management Directorate to begin the planning phase to identify priorities for capital works for an upgrade of facilities at Hurstville Public School. In 2006 a tour of school sites with significant issues in the St George area was undertaken. This tour and the resultant discussions involved the Sydney Regional Director, Asset Management Directorate staff, General Manager, demographers and asset planners, Manager of the Regional Asset Management Unit. Hurstville Public School and Georges River College, Hurstville Boys campus were two of the schools visited on this tour.

10. The Planning Process During 2008 discussions continued including the requirements of both schools, the School Facilities standard entitlements for a two stream high school and a 28 core public school, examining the options, logistics of managing a cohesive student population, managing community expectations, seperate, and shared facilities and managing open space areas. Two options were developed and discussed with Schools community, DET and Local MP. After consultation with Hurstville PS community, Local MP made representation to the Minister of Education for the preferred option being seperate schools projects. Treasury, accepted the alternative option, to co locate and upgrade both schools as the the best allocation of resources.

11. The Planning Process The option we will view tonight was presented to Treasury as offering the best educational opportunities for both schools The proposed model provides the appropriate number of facilities to support the primary and secondary educational requirements in permanent accommodation. The current model provides for growth in the high school. It also allows flexibility in the facilities across the site should the enrolment trends in either school grow or reduce in the future.

12. The Planning Process The existing facilities of both the primary and secondary school does not provide the functionality to support modern teaching methods. The upgrade will improve the functionalities and relationships between facilities using the school Facilities standards as a guide. Review plans

13. Hurstville Education Precinct Upgrade The Treasury approved project for 2009/10 is: - Refurbishment of surplus accommodation in Georges River College, Hurstville Campus to provide facilities for Years 5 and 6 at Hurstville Public School and redevelopment of the high school facilities.
