Italian Prime Minister’s agenda for the Country in the new millenium: …3 “i” for Italy: Innovation , Internet, English (“Inglese” in Italian) Institution in June 2001 of the Minister for Innovation and Technologies (first Minister: Mr Lucio Stanca), with the mandate of “…develop and coordinate the national policies for the information society as well as e-Government policies and programs” Creation of the Ministerial Commitee for the Information Society, headed by the Minister for Innovation and Technologies Governance and Institutions: background
Previously, competences for the ICT sector were spread among different institutions: All Ministries had plans for the informatization of their internal and external operations (low importance to interoperability) - Institutions involved: Minister of Public Administration Minister of Communications Minister of Education and Science Minister of Industry Forum for ICT in the Prime Minister’s Office Agency for the IT in the Public Administration School of high studies for civil servants Governance & Institutions: previous situation

Online services for citizens and businesses 1.All “priority” services available on line 2.30 million Electronic ID Cards and National Services Cards to be distributed 3.1 million digital signatures distributed by the end of 2003 Internal efficiency in government 4.50% of expenditure on goods and services to be effected by e-procurement 5.All internal government correspondence to be sent by e-mail 6.All payment commitments and orders to be managed on line Developing human resources 7.Certification of computer literacy for all eligible public – sector employees 8.1/3 of all training via e-learning Tansparency 9.2/3 of all central government offices to offer citizens online access to administrative procedure files. International framework: DOT Force, G8 Summit 2001 in Genoa: “…the leaders encourage the development of an Action Plan on how e-government can strengthen democracy and the rule of law by empowering citizens and making the provision of essential government services more efficient…” Italy took leadership among the G8 Countries for e-Government and lunched the “e-Government for Development Initiative” Implementation was assigned by the Italian Prime Minister to the Minister for Innovation and Technology Initiative aimed at the implementation of projects and e-Gov applications Government to government know-how transfer: high direct involvement of Italian PA (General Accounting Dept., National Office of Statistics, National Agency for e-Procurement, Agency of the Territory…) Conducted as a bilateral Initiative and/or in co-operation with International Organisations: Inter-American Development Bank, UNDESA, UNDP, Gateway Foundation/The World Bank, The e-Government for Development Initiative

Objective: build an electronic payment system to allow electronic payments also of a small amount through a rechargable smart card System for remote payment of public services (electricity and phone bills, fines, university fees) : non need to go to public offices and at opening times Suitable for private payments (restaurants, shops) Initial financial support through the thematic BID trust fund of 400,000$ Why we support this project: Multiplier effects for the economy Scalable project to build up more advanced application and e-gov services Commitment of the Government Solidity, reliability and competence of the counterpart Project for Panama: Monedero Electronico
Lack of leadership and long term commitment Political instability Availability of resources: high immediate burden on public financial resources, versus intangible and medium/long term benefits Unsustainable applications Priorities defined on the basis of political drive rather than on sound prioritisation Competition from the private sector Scarcity of skills: IT, change management, project management, purchasers Scarcity of true e-Government experts E-Government (for development) : challenges
