Who Can Be a CAP NCO? • CAP Senior Members who have held the US Military grade of E-4 through E-9 may hold NCO Grade in CAP • Current or former military members who hold the grade of E-4 may be promoted to the grade of CAP SSgt after the completion of Level 1 • CAPR 35-5 Chapter 6 covers initial appointments as well as subsequent promotions
Why Become a CAP NCO? • Choosing the NCO path in CAP continues the longstanding tradition of NCOs being the backbone of the force, carrying out the tactical and training goals of command • Having NCOs at the Unit-level allows cadets to see how NCOs interact with Officers, additionally showing them that there are NCO’s besides the Military Officer Corps • The majority of CAP duty positions are perfectly suited for prior service NCOs and the skills that they have acquired through their service
Advanced NCO Grade For CAP Officers Allows for experienced, prior-enlisted CAP members to transition to the NCO Corps with advanced grade commensurate with their experience in the CAP • Expired 15 July 2019
Processing NCO Transitions • Fill out a hard-copy CAPF 2, utilizing the matrix in the previous slide, if applicable. • Attach a copy of the member’s DDF-214/215 or NGB-22 (Discharge Paperwork)
Processing NCO Transitions • For SSgt/TSgt, have the unit commander forward the SIGNED paperwork directly to Lmmeforms@capnhq.gov • For MSgt/SMSgt/CMSgt, forward completed paperwork through the chain of command to the appropriate approval authority.
Subsequent NCO Promotions Promotions to the grade of CAP SSgt or TSgt are permanent. Promotions to the rank of CAP MSgt, SMSgt and CMSgt are temporary. The permanent grade is contingent upon the appropriate Wing/Region Commander‘s recommendation upon satisfactory completion of the NCO assignment.
Manning Authorization for Promotions *Indicates the number of “promotable” duty positions authorized per unit, not the number of MSgts, SMSgts or CMSgts that can be assigned to a squadron/wing/or region. NOTE: Members not satisfying promotion eligibility requirements may still be appointed to a vacancy; however, they will not be promoted.
NCO Professional Development • Civil Air Patrol and the United States Air Force have approved CAP NCOs to enroll in Distance Learning Courses for Professional Development. Technical Sergeants and above may enroll in the USAF Noncommissioned Officer Academy (NCOA) Distance Learning Program for credit in place of CAP Officer Basic Course • SNCOs (MSgt and above) may enroll in the USAF Senior Noncommissioned Officer Academy Distance Learning Program for credit in place of the Region or National Staff College.

Squadron NCO Duties Provides leadership, management, and guidance in organizing, professional development, training and utilization of the Squadrons NCO members and cadets. Duties include: • Participate in the decision-making process, as appropriate, on technical, operational, and organizational issues • Work closely with the Wing Command NCO • Perform other duties as directed by the Squadron Commander. • Encourage mentorship of Cadets and Junior Officer CAP members • Encourage the recruitment of enlisted service members currently serving or retired from military service for CAP Membership
NCO Advisor Recruitment NCO Advisor Duties include: • Participate in the decision-making process, as appropriate, on technical, operational, and organizational issues • Work closely with the Wing Command NCO • Encourage mentorship of Cadets and Junior Officer CAP members • Encourage the recruitment of enlisted service members currently serving or retired from military service for CAP Membership
Command NCO Recruitment CAP Command NCO In addition to the duties of the NCO Advisor: The Command NCO is the Senior NCO Corps leader of the Wing. The Command NCO is responsible for advising the Commander and Wing Staff on mission effectiveness, professional development, training and utilization of the Command’s NCOs and takes action to address shortfalls and challenges.
