Session Outcomes Participants have a better understanding of what are the focus areas of Title II, Part A under ESSA. Participants will have a better understanding of the results of the changes to the Equity Plan process for 2018-2019 as well as beyond.

De-emphasized Is class size reduction a Title IIA allowable and under what conditions? It is allowable, however, the district must have evidence from research that shows that the class size reduction for the grade, subject and number of students in question is actually effective.

Equity Plans - Supporting Outcomes For Districts that receive Title I funds: Sec. 1112(b)(2) – as it relates to what must be included in the district’s Title I application: “how the local educational agency will identify and address … any disparities that result in low- income students and minority students being taught at higher rates than other students by ineffective, inexperienced, or out-of-field teachers;”
Goal It doesn’t matter what classroom these students walk into – an effective teacher awaits them.

Equity Plan Toolkit Project • Intended to support Title I districts in creating their equity plans • Designed to guide districts through the planning process • Now available at https://texasequitytoolkit.org • ESCs have been trained in the toolkit in order to provide assistance to districts (district not mandated to receive assistance)
2018-2019 Equity Plan Updates • Districts will be expected to update their 2017-2018 plans for 2018-2019 submissions. • Updates should be guided by a set of Equity Success Criteria (below). Districts should submit the criteria and their updated plans to ISAM. • Districts will be expected to update their equity gaps (Step 2) based on the previous year’s data. • Districts will also be expected to update their benchmarks to reflect goals aligned to the second year • ESCs will provide feedback in Spring of 2019 • More details can be found on TexasEquityToolkit.org • Plans due on 11/01/18
2019-2020 Equity Plan Updates • We will be narrowing the pool of districts required to submit Equity Plans for the 19-20 school year based on gaps on student growth from the A-F accountability system’s Domain 3 (most likely data source) • Other districts will submit plans every 4-5 years • More details can be found on TexasEquityToolkit.org in Summer 2019
