Content and Users • Users • Broad sense of user community with sub-communities which could be scholars, school children, teachers, illiterate communities • Consider the priority of subjects and knowledge domains in terms of potential user communities; some subjects will be of global interest, some of local interest • Users are creators and producers of content, not just the audience of content
Services • Learning objects for illiterate communities • Community building services • Dialogue, blogs, social interaction, opportunities for participation, e.g. contributing photos of local cultural heritage • Train users to contribute content to the library • Train people to use the library (information literacy)
Content • Library-like, stand alone collections vs. museum-like, curated, interpreted collections • Preservation responsibility – identify needs and priorities, provide tutorials, preserve some collections centrally • Hybrid of aggregated content and distributed content • “Library of libraries” – begin with identifying existing digital collections

Interoperability Group • Wide range of types of collections, from undescribed to fully cataloged or described • Need to customize level of standards brought to 3 tiers • Process and procedures for developing a target standard to inform the work that is being done without disrupting it
Define cataloging standards, vocabulary registries; create these tools if needed, and create this in a collaborative environment • Take a practical approach of adopting standards that would lead to interoperability over time while providing model standards • Potential tool – translation of LCSH • ًاWhen working with middle tier, always augment the existing information • Final product would be standardized, normalized
