European Council • It came into being in 1974 • Highest political body of the European Union • Compromises the Heads of State or Government of the Union’s Member and the President of the Commission • Has no formal executive or legislative power • Deals with major issues and decisions taken European Council
Meetings • Its meeting is chaired by the member from the member state currently holding Presidency of the Council of the European Union • Meetings usually take place four times a year (two per Presidency) • Special European Councils are also organised • All Meetings will be held in Brussels. Powers and functions • Provides the impetus for the major political issues relating to European integration • Serves as a forum for top-level political discussion in crisis situations • Setting guidelines • Declarations or resolutions • The primary function:give the general impetus and social, economic and political guidance in all areas of European Union activities at both European and national levels.
