The Case for AfDB’s Gender Action in Africa The Bank’s Gender Policy (2001) The Updated Gender Plan of Action (2009) The Gender Equality Work Major Results and Achievements The Challenges Gender Actions 2010-2012 Funding Needs and Resources Gaps
1. The Bank’s Gender Policy (2001) Policy Objectives: To promote gender mainstreaming in Bank operations To support RMCs’ efforts to attain gender equality Guiding Principles: Gender analysis will be an integral part of all Banks’ policies, programs and projects; Attention will be paid to the co-operative relations between women and men; Women’s economic empowerment will be considered as key to sustainable development; A strategic choice will be made on the use mainstreaming strategy and provision of targeted inputs.
2. The Updated Gender Plan of Action (2009) Bank Commitments: Strengthen institutional structures; Mechanisms and accountability for gender equality results; Support investment activities for the promotion of women’s economic empowerment; Strengthen capacity of Gender and Women’s Ministries and gender Focal Points in RMCs; Strengthen country policy and legal frameworks for gender equality and women’s empowerment.
3. Gender Equality Work • TA to RMCs for the development of National Gender Equality Strategies and Plans; • Supporting gender mainstreaming in national policies, PRSPs or National Development Plans and Sector strategies; • Supporting gender budgeting initiatives in RMCs to link national gender equality policies/strategies to resource allocation; • Conduct training (infrastructure, gender responsive budgeting and inclusion of gender equality in policy-based lending; • Prepare gender profiles; • Help countries collect sex-disaggregated data; • Assist operations to mainstream gender in projects and programs.
4. Major Results and Achievements • Enhanced access to and control over finance and small businesses development for women; • Increased empowerment of women through skills development; access to science and technology (Ghana, Gambia, Rwanda, Kenya); • Enhanced networking between institutions which support gender equality and promotion of economic empowerment in Africa; • Collection and use of data on gender issues enhanced e.g time use surveys conducted in some countries Ghana and Djibouti); ESTA & UNECA African Centre for Statistics are facilitating the methodological work for the development of a manual to engender existing and future household surveys, population and housing censuses, and vital and civil registries.
4. Major Results and Achievements • Enhanced gender mainstreaming in Bank operations; • Increased access of Bank and RMCs to data and information on gender gaps and opportunities through gender profiles and other studies; • Improved capacity of national gender machineries in RMCs; • Improved capacity of Bank and RMC staff to mainstream gender equality; • Improved access to credit and business training.
5. Gender Challenges • More ESW needed to increase attention to gender in most RMCs, particularly in Fragile States; • Capacity for gender mainstreaming is still weak both amongst Bank operations staff and RMCs; • Tracking and reporting on gender equality results is weak due to inadequate gender disaggregated data and analysis; • National Gender and Women’s Affairs Ministries in most RMCs are the weakest.
