EHDI in 2007- in final year of MNCDHH strategic plan, led a group of advocates to get a hearing screening mandate and 5 supports. 2007 MNCDHH 5 year Strategic Plan Voted to measure and improve outcomes in Education. How it started
Commission members wanted to Minnesota Data to see how our kids are doing Law passed in 2009 requires disaggregated data on d/hh and a recommendations on how to improve outcomes Realized that requiring MDE to provide the data on MCAs was very limited. Mde reporting of d/hh data
Median reading comprehension scores from the SAT for deaf and hard of hearing students has gone from just below third grade in 1974 (prior to P.L. 94-142) to fourth grade in 1999 2010 SAT Scores from SAT-10 do not show significant gains. MCA disaggregated data 2012- Math:53.7 % do not meet proficiency- Reading: 28.6% do not meet proficiency and 27.0% partially meet proficiency What does the data say?
Department of Human Services, Department of Health, Department of Education, Department of Employment and Economic Development Separate plans, separate goals Limited data sharing Lack of data that can help parents, teachers and support staff provide timely, appropriate intervention to help children graduate on par with hearing peers. Lack of central plan that tracks children from the time they are identified with a hearing loss through early childhood, grade school, high school, higher education and employment. Four state agencies Responsible to SERVE
Support community partners efforts to improve youth services and outcomes Improve interagency collaboration Community is an asset; lack of community is a hindrance to getting things done. We need to build community for this common purpose Developing a cross-sector lens

We need to make the plan sustainable Legislation this session would increase the commission’s budget for a full time Education Coordinator and additional funds for the summit and software that will allow us to meet online. EHDI data, MEC, VECTOR, Hands and Voices Parent Guide and Deaf Mentor Bills- we need to keep those great services going What’s next
