Basic principles of FP6 Proposals can only be submitted in response to publicly announced calls for proposals • Always detailed at http://www.cordis.lu/ist All proposals * are presented by consortia of at least three mutually-independent organisations from different Member or Associated States • We offer a number of partner search facilities, run conferences and proposers´days, launch calls for expressions of interest, to assist you to find partners for your proposal • Register with your National Contact Point, who handles partner search enquires from other countries * except Specific support actions
Basic principles of FP6 Proposals are submitted electronically via the Internet • Online or offline preparation • But always online submission Proposals are evaluated by independent experts • Pre-defined evaluation criteria are used, scored 1-5 • All criteria have threshold scores which must be reached • All proposers receive an Evaluation Summary Report Funding follows successful evaluation, selection and detailed contract negotiations

Overview of evaluation process Minimum eligible consortium IP, NoE, STREP, CA • Two mutually independent participants from an EU Member State or Associated Candidate Country (Bulgaria, Romania, Turkey) • A third participant as above, or from an Associated state (Iceland, Israel, Liechtenstein, Norway, Switzerland) SSA No restrictions Once this minimum is achieved, additional organisations from any other country may participate in a proposal Participating organisations from the European Research Area and from developing countries can be funded under FP6

Contract negotiations Proposals selected for implementation take part in contract negotiations, in which • Legal and financial checks are carried out • Recommendations made by the evaluators are incorporated • Commission recommended funding level is respected • Any other significant issues are looked into
Proposal evaluation in IST Fatal mistakes • Incomplete proposal (Must have a Part A and Part B) • Ineligible consortium • Out of scope of call (activity or instrument) • Focusing on a purely national issue, or one with no benefit to the EU • Late submission Handicaps • Wrong instrument chosen • Not conforming to required Part B contents, length • Unfocused project, diverse aims • Lack of scientific and technological excellence
EPSS in IST The FP6 Electronic Proposal Submission System - All IST calls - Most FP6 calls
EPSS in IST Proposals are submitted electronically via the Internet • Online preparation via your normal Internet interface • Offline preparation using EPT tool • But always online submission Proposals are prepared and submitted under password protection • Confidentiality assured • No signatures required
Online preparation (recommended) 1. Coordinator registers for the correct call and instrument, and obtains passwords by return email 2.Consortium completes the Part A online • Coordinator completes A1 and A3 form • Each partner completes his own A2 3. Consortium writes the Part B • .pdf file 4.Coordinator uploads the Part B and signals the proposal is submitted 5. Coordinator receives an acknowledgement of receipt by email
Offline preparation 1. Coordinator registers for the correct call and instrument, and obtains a password by return email 2.Coordinator downloads the EPT tool 3. Coordinator completes the Part A and B on his own PC using the EPT tool 4.Coordinator packages the Part A and B together using the EPT tool, and using his password goes online and submits the proposal 5. Coordinator receives an acknowledgement of receipt by email
EPSS - Errors and problems • Registering for the wrong instrument • Registering for the wrong call • Mixing online and offline preparation • Not reading the manual; leaving it till the last day to read the manual • Virus infected files • Excessively long files (> 10Mb) • Providing a Part B as other than a .pdf file • Waiting till too late to call for help • Calling for help in the wrong place • Failing to press the “submit” button • Leaving uploading till the last minute !
EPSS – Two things to remember 1. “Submission” is when you press the submit button, not when you commence uploading your proposal 2. Each new submission over-writes the previous one • Make a trial submission well in advance, so you practice the procedure and have plenty of time to correct your problems • Submit a refined proposal each day in the last days of the call • Aim to submit your final proposal at mid-day on the last day
