Purpose of the Public Meeting • Public participation is an essential part of the EIA process. • The public meeting is one of numerous opportunities for stakeholders to become involved in the EIA. • We are here to share information about the project. • We would like to hear your views and concerns.
Project Background: ERM’s Involvement • Appointed to conduct a High Level Screening Study – Feb 2008 • Screened for ‘Key Risks’ • Identified issues that would require further study/ investigation during the EIA incl. • Ecology • Traffic • Land issues • Stakeholder engagement • Appointed to undertake EIA in April 2008 – broader project scope Old station building at Golden Valley, Eastern Cape, Feb. 2008

Manganese trains Container trains Project Background: Motivation Gauteng • Demand for increased container traffic capacity to service the new container terminal, Port of Ngqura – operational in 3rd quarter of 2009 • Global increase in demand for manganese ore Hotazel De Aar Port of Port Elizabeth (current) Port of Ngqura (future)
Project Description: The Loops Upgrade & construction of 29 Loops (25 existing; 4 new) – 23 in E. Cape, 6 in N. Cape In the figure, No. 1 represents the main railway track and No. 2 represents the passing loop.
Project Description: Additional Infrastructure • Upgrade of 5 yards – Beaconsfield &, Ronaldsvlei (both near Kimberley), Postmasburg, Mamathwane & Hotazel • New Traction Substation at Emil • Refurbishment of an existing second line between Kimberley and De Aar • Existing and new borrow pits Existing loop at Barkly Bridge, Eastern Cape, Feb. 2008
Project Description: Construction Phase Activities • 8 Labour camps (typically 50mX 50m in size and fenced) • Addo, Kommadagga, Visrivier, Rosmead, Hanover Road, Kimberley, Posmasburg & Hotazel • Water - sourced locally or trucked in. Boreholes may be drilled • Electricity - will be provided by mobile generator • Site equipment – front-end loader, bulldozer, flat bed lorry, concrete mixer, drills, etc. • With approval from DEAT, construction expected to begin around Aug. 2009) • Jobs during construction (per 6 – 9 loop sites): • Skilled labour = ~75 people (sourced nationally) • Unskilled labour = ~100 people (sourced locally)
EIA Process: Regulatory Requirements • Primary Listed Activity: 1(s) of R387 - construction of railway lines and associated infrastructure • Other listed activities related to construction of roads, establishment/ use of borrow pits, fuel storage, etc • Other permit requirements – borrow pits (DME) & water abstraction (DWAF) • Agreement has been reached with DEAT that two (2) applications be submitted to allow the most urgent components of this project to be expedited.

Way Forward • Next steps in the EIA process: • Gather all public comments for input into the Draft Scoping Report by 19 September 2008 • Record of public meetings to be distributed to all Interested and Affected Parties by 12 September 2008 • Anticipated start date for the Impact Assessment Phase -January 2009 • The final Environmental Impact Report would be submitted to DEAT for approval by endApril 2009
