History of Food Regulations • https://www.youtube.com/watch?v=ZZnYr-RmAD4 • 1906 Pure Food and Drug Act and the Federal Meat Inspection Act • Reaction in large part to The Jungle, by Upton Sinclair • Under the Meat Inspection Act government inspectors must be present at all times, other food businesses are subject only to periodic inspections • The Food and Drug act prohibited the use of poisonous or deleterious colors in confectionery and the coloring of food to hide inferior or defective food • Weaknesses of the Pure Food and Drug Act • Lack of legal standards (descriptions) of foods • Lack of authority to inspect food and drug warehouses • Inability to restrict the interstate shipment of a food that naturally contained poison • Lack of jurisdiction over false or misleading claims made on food • Failure to address pesticide residues in food • Lack of mandatory premarket drug testing

Government Agencies • FDA • Public Health Agency • Inspects food, cosmetics, medicines and medical devices, radiation emitting devices, animal feed, and drigs • USDA • Inspection of meat, poultry, and agricultural products including milk, eggs, as well as fruit and vegetables • Inspects processing plants • Inspections including bacterial counts is mandatory • Grading service is voluntary and paid for by the manufacturer • Also has a Food and Consumer Service that administers food assistance
