Background • According to the 2000 U.S. Census, African American children represented 4% of Cook North’s population. • However, • 27% of indicated reports were African American children • 45% of children entering substitute care were African American • Only 2% of African American children obtain permanency in 12 months. • 33% of African American children obtain permanency in 36 months.
