  2. The National Association of State Agencies for Surplus Property, Inc. (NASASP) Who is NASASP ??? -NASASP is a 501 c (6) non-profit organization whose mission is to speak as one voice for the 56 State Agencies for Surplus Property (SASPs) to the Federal government, Congress and other national organizations.

The National Association of State Agencies for Surplus Property What is the History of NASASP??? -NASASP was formed in 1947 by a group of states in the former Civil Defense areas of the country, six regions total. The first organizing meeting was in Washington, DC in 1947. Many of the Directors were former World War II Commanders and had a very close relationship with members of Congress.

  4. The National Association of State Agencies for Surplus Property What does NASASP Do??? The task of NASASP is to protect, promote and enhance the Federal Surplus Personal Property Program. - We protect the Program by working with Congress to inform them about laws and regulations that may be detrimental to the Program and conversely when laws and regulations are beneficial to the Program. - We promote the Program through social media, educational seminars and our newsletter and website. - NASASP enhances the Program by working with other national associations as partners, and by proposing or supporting favorable legislation for the Program.

National Association of State Agencies for Surplus Property WHY is there a NASASP, Inc.? • TO protect, promote and enhance the Federal surplus property program, • TO speak to the Federal government with one voice; and • TO provide a conduit and centralized network to all State and Federal agencies for the disposition of personal property.

National Association of State Agencies for Surplus Property "Pro Bono Publico"- This Latin phrase is found on the insignia of the National Association of State Agencies for Surplus Property (NASASP, Inc.). Literally… it means "for the public good.” Expanded meanings include "for the public good for the welfare of the whole." That’s the meaning of the mission of the State Agencies for Surplus Property (SASPs) that make up NASASP, Inc.

National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments The following slides demonstrate the value of NASASP representing all SASPs in several key historical moments in the history of the Federal Surplus Personal Property Program. They represent just a few of the accomplishments of NASASP within the Program since 1947.

  8. National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments 1949 – The Federal Property Administrative and Services Act of 1949. Two years after the creation of NASASP, NASASP Directors, after holding meetings in Washington, DC for several years, were key figures in the introduction and passage of this Act. The Act is considered the birth of the modern Federal Personal Property Donation Program.

  9. National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments 1976 – Passage of Public Law 94-519. NASASP Directors, working again with Congress and especially the House Oversight and Reform Committee were again key in the passage of this amendment to the Federal Property Act. The importance of this amendment was evident in several ways. First, it formally recognized GSA as the sole Federal agency with Program oversight. Previously this was a shared responsibility. Second, it was the first time in law that the State Agencies for Surplus Property were formally recognized. Third, it inserted the Service Educational Activities into the law. Finally, it gave the GSA Administrator wide power to delegate some GSA responsibilities to other Federal agencies, like DOD, and to offer property to other Programs, because it says the Administrator “may” allocate property to the State Agencies, but not “shall”.

  10. National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments 1997 – Passage of Public Law 105-50. For a decade before the passage, NASASP Directors had been advocating to expand the Program from just providers of assistance to the homeless to other under-served Programs, especially in our urban areas. Finally we were able to convince GSA and Congress about the need for expansion and P.L. 105-50 was passed, allowing providers of assistance to the impoverished, to acquire Federal surplus personal property, as justified.

National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments 1999 – NASASP Directors, working with the Small Business Administration (SBA) and GSA, penned an agreement to allow small minority businesses to receive Federal surplus personal property. SBA had originally approached Congress about receiving excess personal property, but NASASP was able to convince SBA that we could adequately and better serve the 8(a) businesses. This is accomplished through the use of a Memorandum of Agreement between each state which desires to participate and SBA and GSA.

National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments 2003 – NASASP, working with GSA and TSA, was able to reach an agreement for any SASP that desired the property, to pick up voluntarily abandoned property at our nation's airports, and bring it into their Program for distribution. The agreement has resulted in dozens of state agencies receiving this property for donation. This agreement is outside Title 40 and is governed by a set of different rules, as agreed upon by GSA and TSA. It has greatly reduced disposal costs for TSA and the Federal government.

  13. National Association of State Agencies for Surplus Property Important Historical NASASP Accomplishments 2013 – NASASP, working with Congress was able to amend the For the Vets Act of 2010. The result of this amendment created a new category in Title 40, just for Veteran Service Organizations.(VSOs) The result was the ability to donate Federal surplus personal property to VSOs for any justified use in service to our Veterans. This marked the first amendment to Title 40 since 1997.
