A national formula for high needs funding • Initial indicators suggest that ES historically low HNF • Resulting changes from new formula are not enough- need to address the legacy of inconsistent SEN practice • Opportunity provided to benchmark ES high needs funding arrangements against national and statistically neighbouring LAs
The review • How ? Led by senior colleagues responsible for inclusion in schools Participation from many schools and parents Transparent, honest, thorough, fair evaluation of current arrangements Use of data; liaison with other LAs to determine benchmarks and inform decisions Recommendations for change and development • What are likely outcomes? Redirection of HNF where recommended Development of models/frameworks and matrices which set out expectations of practice
