Timetable for Determining HNB 2014/2015 • July – Sept 2013 • Local authorities to check the baseline place allocations for both pre and post 16 places for the 2013/2014 year for each institution. • Briefing by EFA at regional Finance/SEN meetings where agreement is reached on submitting both individual and • October 2013 • EFA will issue a template for returning place numbers in December • November 2013 • Submission criteria published • High needs template reissued to include 2012 to 2013 actual post 16 student numbers • 20th December 2013 • Initial allocations of the HNB of the DSG to all LA’s • 23rd December 2013 • LA’s return template issued in November with place numbers for 2014 to 2015 academic year • End March 2014 • Allocations of 2014/2015 place funding to institutions • Final DSG High Needs Allocations for 2014/2015

High Needs Budget Issues • National High Needs Budget for the FY 2014 to 2015 yet to be decided • Working on the expectation that resources will continue to be tight and increases in some allocations will need to be balanced by reductions in others • Increases in places – how they will be funded • Increases in top-up funding and central service costs
SEND Reforms in Children & Families Bill • New Education, Health & Care Plans • Joint Commissioning & delivery across education, health and social care services • LA’s publishing their Local Offer of services to support SEND (Special Educational Needs and Disabilities) • New Statutory Duties come into effect from September 2014
Funding Reforms 2014 to 2015 • High Needs funding one element of wider reforms • School funding reforms and threshold of £6,000 delegated to schools and academies • Place funding representing around 1/3rd of high needs funding outside school budgets • Aim to improve implementation for 2014 to 2015
