  3. 1 REWG introduction 1/1 Roaming Expert Working Group (REWG) REWG was established and its ToR was approved at the 7th EaPeReg Plenary Assembly(8 April 2016, Latvia) Mainaims • looking for techniques and measures, which would serve for the establishment of international common roaming space within the eastern European Partners • elaborate regulatory platform for sharing best practices and expertise • cooperate and assist among members to compare and improve the national EaPeReg Members regulations in the alignment of national and international roaming markets • discuss challenges for EaP and EU Member States’ markets related to regulatory framework Mainobjectives • development of techniques and possible measures for a “common” approach to roaming pricing • recommendations on drafting amendments to national legislations • recommendations how to harmonize national legislations of EaP and to align national legislation with the EU common legal space in regulation of roaming services Expected outputs REWG is chaired by Ukraine (NCCIR), Vice-Chair – Lithuania (RRT) Page 3

  4. 2 REWG activities in 2016 1/3 2 meetings • REWG Kick-off meeting (5-6 July 2016, Lithuania) • REWG informal meeting (21 November 2016, Romania) • Online cooperation on the execution of the REWG Action Plan 2016 • Presentation of REWG activities in 2016 at the 8th EaPeReg Plenary Assembly (22 November 2016, Romania) Other activities REWG kick-off meeting Current situation on national roaming markets and regulatory framework in EaP and EU countries was discussed The possible deliverables of REWG were presented and preliminarily approved the main documents, which should be prepared by REWG EU Roaming Regulation and its evolution and outcomes were studied Action Plan 2016 was approved Action Plan 2017 was preliminarily approved Experience of BEREC Working Group on roaming was presented Necessity to collect roaming data was discussed in detail 6 EaP countries and 2 EU Member States attended the meeting Page 4

  5. 2 REWG activities in 2016 2/3 REWG Action Plan 2016 JUL-AUG Analysis of regulatory framework in the EU on provisions of roaming services • Preparation of the Questionnaire on Roaming Regulation in the EaP countries and collection of necessary data • Final Questionnaire / Approval of the Questionnaire SEP OCT Distribution of the Questionnaire on Roaming Regulation OCT-DEC Filling of the Questionnaire, collection of data, analysis, verification of the collected data REWG informal meeting Importance and necessity to start a Roaming Study and prepare the relevant Terms of Reference were agreed Questionnaire on Roaming Regulation in the EaP countries, prepared by REWG Leadership, was discussed Page 5

  7. 3 REWG plans for 2017 1/4 2 meetings • 2nd REWG meeting (11-12 May 2017, Czech Republic) • 3rd REWG meeting (Autumn 2017, Lithuania) • Online cooperation on the execution of the REWG Action Plan 2017 • Participation in the EaPeReg Plenary Assemblies • Cooperation with other EWGs on roaming • Creation on-line Forum Other activities 2nd REWG meeting • present and discuss the ToR for the Study on harmonizing international roaming pricing and reducing roaming tariffs among the EaPP • discuss the main issues regarding the Roaming Study conduction with the Study team (practical aspects of cooperation) and its expected outputs • review the current situation on international roaming market in the EaPP • update REWG Action Plan for 2017 • overview EU Roaming Regulation and its implementation in the EU Member States • discuss practical issue of REWG activities in 2017 Maintasks • establish cooperation with the Study Team • start to conduct the Roaming Study • Update REWG Action Plan for 2017 • discussed all important issues for further REWG activities in 2017 Expected outputs Page 7
