Role of EMP Checklist • Alternative to current EMP format (OP/BP 4.01) • Minor rehabilitation or small-scale works in building construction, in health, education and public services sectors (env. Category “B”) • Practical, streamlined approach to prepare an EMP that is compatible with the WB OP 4.01 requirements; integrated in bidding documents
Content of EMP Checklist • General Project and Site information • Environmental and Social Safeguards Information related to project investments • Mitigation Measures (Plan) of possible effects • Monitoring Actions (Plan) (2), (3) + (4) – included in bidding documents and properly supervised during project implementation
General Project and Site Info • Project location, physical characteristics • Administrative framework and current legislation applicable to project investments • Technical project content • Institutional Capacity building program • Public consultation
Environmental and Social Safeguards Information Simple environmental and social screening in an “Yes/No” format for possible environmental impacts related to proposed project investments
Mitigation Measures • Activities performed by Contractors during the construction phase to prevent and minimize possible negative impacts on the environment and people • Waste management; soil water and air pollution; cultural resources; traffic safety; natural habitats; worker’s safety
Monitoring Plan • Measurements of specific parameters taken based on agreed schedule (including frequency, location, responsibility) • Related to the proposed mitigation measures • Applicable during the preparation, construction and operation phases • Approximate costs for monitoring activities • Clear description of institutional responsibility
EMP Checklist Supervision Focus on: • Actions needed in case of project changes – review of mitigation measures; institutional assignments; baseline studies to address mitigation changes • Adoption of mitigation measures • Implementation of monitoring plan and clauses provided in contracts and bidding documents • Coordination among institutions responsible for EMP
