Grant Regulations The Discretionary Grant Regulations allows the INSETA to exercise discretion in how grants are utilised towards implementation of the sector skills plan and strategic objectives. Under the new Grant Regulations, a minimum of 80% of discretionary funding must be allocated to ‘PIVOTAL’ programmes and no more than 20% to strategic projects. The INSETA’s priority focus:- • meeting the scarce and critical skills needs of the sector as identified through the Sector Skills Plan (SSP) and other relevant research • closing the gap between labour market needs and skills supply. • National strategic goals as set out in the National Skills Accord and the NSDS III • the Inseta strategic plan and annual performance plan

Allocation of Discretionary Grants (Cont) In addition, INSETA will allocate Discretionary funding to: • Promote acquisition of full qualifications addressing scarce and critical skills • Focus on PIVOTAL programmes that meet the essential needs of the labour market • Encourage structured practical and Workplace Integrated Learning (WIL) for monitoring workplace learning • Develop Public FET institutions to deliver INSETA occupational qualifications

PIVOTAL PIVOTAL programmes relate to; Professional, Internships, Vocational, Occupational, Technical and Academic learning programmes: These are programmes which provide a full occupationally-directed qualification. Such courses will normally begin in a college or university and would include supervised practical learning in a workplace as part of their requirement. Including but not limited to; Professional – programmes supporting professional enhancement eg. Certified Financial Planner Internships – work based experience for graduates and FET learners who require work experience Vocational – generically vocational programmes such as NCV Occupational – programmes related to occupations Technical – programmes of a technical nature Academic – academic programmes specifically at higher education level

Discretionary Grants • Funding window grants will apply to the implementation of Learnerships, Internships, Bursaries and skills programmes in support of scarce and critical skills. • These grants are accessible to employers only. • Any application for grants by employers will need to fulfil the minimum criteria of submitting workplace skills plans, annual training reports and PIVOTAL reports.

Strategic Projects INSETA will, in consultation with its stakeholders, Accounting Authority and/or INSETA Management identify specific interventions that will support the implementation of its sector skills plan, the National Skills Accord, the National Skills Development Strategy and other relevant national priorities. As an example, the SMME Learnership project.

  10. Strategic Projects INSETA will enter into strategic partnerships with project delivery partners as guided by national policies and sector imperatives. Examples of these are: • FETI-HETI Articulation Project • Funding of Actuaries in partnership with the SAADP

Eligibility for Discretionary Grants INSETA will support levy-paying and non levy-paying employers operating in the Insurance sector and its related sub-sectors who: • have a proven track record in hosting learners successfully • Were not found to be non-compliant in past implementation of learning programmes Training providers contracted must be accredited and comply with the quality assurance requirements of the relevant quality assurance body

Funding Window • Learning Programs Funding Window applications will open annually from June – July to ensure that Learnerships can run during a calendar year from January to December • All applications will only be considered within funding window time-frames to be prescribed by INSETA • Employed and Unemployed learners may be applied for • Funding windows will be announced through the INSETA website and via the INSETA call-centre

Learners’ Eligibility for Learning Program Grants • Unemployed learners is restricted to youth who are South African citizens between the ages of 18-35 years • Employed learners are not confined to any age group but must be employed within the Insurance sector and its related sub-sectors • No learner will be the beneficiary of funding while receiving INSETA funding for any other programme • Any learner applying for funding for 2 programmes in succession will be considered at the discretion of INSETA • Learners that previously exited an INSETA-funded programme prior to completion will not be considered unless special representation has been made by the employer.

Exceptions in Discretionary Grant • Internships funding will be towards Unemployed learners is restricted to youth who are South African citizens between the ages of 18-35 years only • Bursary funding will be made towards Employed people only (unless in a Strategic Project) • Bursary Grants will be made available for learning done through Public FETs and Public Universities ONLY

Monitoring & Evaluation • INSETA reserves the right to conduct site visits at any stage in the start or duration of a learning programme. • Logbooks must be kept in the workplace, signed as prescribed and made available for inspection on demand • INSETA reserves the right to contact learners directly to discuss matters relating to learning programmes • Employers defaulting in payment to training providers will be regarded as non-compliant. • Providers are subject to the rules and policies of the relevant quality assurance body • All programmes and parties will be subject to a service-level agreement between the employer, training provider and INSETA

  16. Alternative Learnerships Delivery Model This is mainly aimed at non-levy paying SMMEs to assist them in the delivery of the Learnerships. Services are procured through a Competitive Tender Process • Company to conduct Recruitment and Selection of suitable Unemployed Learners nationwide • Company to do administration, HR plus Learner & employer support for the duration of the project • Training Providers who have scope to offer Short Term Insurance and Wealth Management Level 4 • Learners’ stipends are paid monthly directly to learners; • All Learnerships to commence in February 2014
