Task Group Overview • Purpose: Develop a modern searchable relational database that will catalog the current suite of NRC regulatory documents and10 CFR for citations of standards • Tool for nuclear community and NRC in applications for NRC licensing (design certifications, site permits, and construction and operating licenses) – identify gaps and assess them • Tool for SDOs to see where and how their standards are cited – identify regulatory and collaborative needs • Possible future expansion of the database • standards currently under development by SDOs • plant-specific documents, such as COLAs and DCDs
Progress Since Last Meeting • Program Considerations • NRC signed an inter-agency agreement (IAA) and transmitted it to NIST • Department of Commerce attorneys are reviewing the IAA • Funding Issues • Although under a Continuing Resolution, funding expected to be sufficient for initial database task group effort • Funding from NRC to NESCC once IAA in place • The database effort will likely require additional funding, and could possibly require modifications to the original IAA
Concept Development • User Need Cases: • Task group needs users to develop user need cases • Inputs (information that users have) • Outputs (information that users want to get out) • Description of how that information pertains to the user’s job • Target NRC users are the licensing project managers who act as the interface between plants and the agency • New Reactor Office Project managers • Construction Inspectors • Office of NRR project managers • Other NRC program offices
Concept Development • Input from task members on user needs for design engineers with respect to new plant design (J. August) • Additional industry and SDO volunteers needed to take the lead on developing user need case studies • Base tables (see Nov. presentation): are the proposed documents and key parameters adequate? • Junction Tables (see Nov. presentation): are all of the useful relationships captured?
Next Steps • Complete Inter-Agency Agreement • Allows development to begin • Develop Test Region • NIST taking lead to develop initial background test region • Data mining to populate the test region • User Interface • The user need cases to inform the “front end” user interfaces and reports desired from the database • Can be customized for different types of users • Can use MS Access to develop prototype front end panel
