Project Tracking Matrix NANC Report
Mission and Scope Proposed Changes Mission: To explore changes to the environment, including new and future technologies, the impact of market place and/or regulatory changes and innovations on telephone numbering. Scope: The Working Group will investigate new telephone numbering assignment approaches and future telephone number assignment requirementsin cooperation with other industry forums/committees as appropriate. The Working Group will identify trends and assess their impact upon numbering resources. The Working Group, if necessary, will analyze potential changes to numbering administration and use common criteria to determine the feasibility and benefit of each and report its findings to the NANC. The Working Group will also analyze various topics that may be given to it from time to time by the NANC and/or FCC. NANC Report
FoN Participation • Future of Numbering teleconference calls are typically held every two to three weeks. • Attendance on the calls is typically 24 to 28 participants. • On Nov 8, 2006, there were 26 participants. • Each identified the segment represented by their company but some opted just to recognize the most prevalent line of business. NANC Report
FoN Participant Sample Profile of Nov 8 • Regulators(NE, MI, IA, WA) • Vendors(Telcordia) • Wireline(Cox, BellSouth, Sure West, Verizon, Embarq,, Bell Canada, Quest, 800 Response) • Wireless(Sure West, T-Mobile, Embarq, Verizon Wireless, Bell Canada, Sprint-Nextel) • Cable(Cox) • VoIP(Vonage, Sprint-Nextel, Embarq, Sure West) • Administrators(Telcordia, NeuStar PA) • Association(INC, LNPA WG, 1-800 AFTA, CCTA/NCTA) NANC Report
Meeting Progress/Activities The FoN prepared a report outline: 1.0 UNDERSTANDING THE POTENTIAL FUTURE(S): • Nomadic/Mobile Society • New and Future Services • Device Capabilities/Use • Regulation • Allocation Alternatives • TN-Related Database Routing Needs NANC Report
Meeting Progress/Activities 2.0 ENVISIONING THE FUTURE & RECOMENDATIONS: • Benefits of Potential Changes to the Allocation and Administration of TNs • Identification of Pre-determined Thresholds and Recommended Actions • Items Warranting Further Monitoring and Study/Analysis • What Changes are needed to the Regulatory Regime 3.0 TRANSITIONING TO THE PREFERRED FUTURE: • Timeline to Change with Milestones • Changes to Industry Standards and Practices • Changes to State and Federal Regulations NANC Report
Meeting Progress/Activities The FoN recognized that existing and new uses of TNs to deliver new services would likely significantly impact the NANP and decided to first focus on “New and Future Services” • Nomadic/Mobile Society • New and Future Services • Device Capabilities/Use • Regulation • Allocation Alternatives • TN-Related Database Routing Needs NANC Report
Meeting Progress/Activities End User Habits/Influences: • Numbers are stored and accessed. • Mobile numbers are stored more often • Fixed numbers are remembered • What a TN tells us about the “destination.” • Locality: Potential Supplier/Time of Day • Cost Relativity • Business: Dispatch/Marketing • Fixed Device becomes a Communal Phone • Mobile / Nomadic Device becomes a Personal Phone NANC Report
Meeting Progress/Activities New Addressing Scheme Options/Influences: Impact of competing electronic addressing schemes • Telephone Numbers represented by phrases • IP addresses represented by numbers • Domain Names or phrases mapped to IP addresses • ENUM bridging the PSTN with the IP network via telephone numbers • ENUM as a book of addresses identifying a multitude of services represented by URIs • Private naming addresses within social networking services, e.g., Skype, MySpace names NANC Report
Meeting Progress/Activities Technology Enablers/Influences: • Choice of TNs from any area code. • Use of device “address book” instead of TN. • Telephony “devices” support dialing numerous types of addresses beyond TNs, e.g., SIP URIs. • A new Mobility - Movement among several Fixed/Mobile IP Devices (contact addresses) or networks. • Use of a single address, e.g., SIP URI, to reach individual at any/all of their contact addresses. • "Next Generation Network developments such as ENUM and IMS" NANC Report
Meeting Progress/Activities The next study area of interest to the FoN is “Regulation” • Nomadic/Mobile Society • New and Future Services • Device Capabilities/Use • Regulation • Allocation Alternatives • TN-Related Database Routing Needs NANC Report
Meeting Progress/Activities A discussion on Regulation identified the following preliminary areas of interest: • User perceptions and the current use of TNs relative to existing regulation. • Potential impacts on the contemporary use of TNs and end users. • The relationship to the delivery of new services, technology and competition. • Other models for the allocation of numbering resources, e.g., commons versus property rights model. NANC Report
Summary NANC Action Requested • Endorse the updated Mission and Scope. FoN WG Prepare for NANC’s Review in January: • Summarize “New And Future Services” Findings • Work Plan For Remaining Areas of Study NANC Report
