Regional Concept for Traffic Operations • An RCTO, as defined by the FHWA, is a management tool that assists in planning and implementing management and operations strategies in a collaborative and sustained manner.
HR RCTO Purpose is to improve the operational coordination among traffic incident management responders for the purpose of reducing congestion related to roadway incidents as well as reducing the number of injuries incurred by the responders themselves. The high level strategic objectives were identified which will define the overall purpose of the Hampton Roads RCTO. The objectives identified had to meet the criteria of being both specific and measurable.
