Discretionary Grant Funding Window For 2011/2012 • Deadline for submission • Friday, 28 October 2011 at 14:00 • Applications must be submitted • on the standard FP&M SETA application forms • with the required supporting documentation • to the relevant regional offices • Observatory, Cape Town: (Western and Northern Cape) • Pinetown, Durban (KZN, Eastern Cape & Free State) • Rivonia, Johannesburg (Gauteng, Mpumalanga, Limpopo, North West) • Incomplete or late applications will not be considered.
Background • FP&M SETA is mandated to ensure the implementation of NSDS III in the FP&M sector by – • improving the skills of all employed in the sector to enhance productivity and competitiveness; • facilitating access to unemployed youth to skills development opportunities and the world of work • fostering relationships between the SETA, public and private providers and employers in order to create opportunity for learners and students to gain work experience and graduate as “employable” individuals
Background • FP&M SETA is composed of 12 sub-sectors with distinct value chain relationships • Employers have vertically / horizontally integrated operations which cross-over into other sub-sectors • Skills development requirements for each sub-sector are facilitated by the FP&M SETA • FP&M SETA’s approach to discretionary grant funding strategy is directed by the requirements of NSDS III and the scarce and critical skills identified in the FP&M SETA SSP.
Purpose of Discretionary Grants • The aim of the discretionary grant funding strategy is to work in defined priority areas to • promote skills development in the FP&M Sector • foster a culture of skills development in workplaces that will enhance organizational capacity and productivity • expand access to skills development opportunities in the FP&M Sector to unemployed youth • address the skills development needs of people in designated groups by considering issues such as race, class, gender, disability and rural development • address national and sectoral skills development priorities • contribute to the achievement of NSDS III
Funding Strategy • Use available funds to achieve maximum impact on strengthening skills development in the FP&M sector and upskill the workforce to ensure competitiveness and sustainability of the F P & M sector. • Distribute resources fairly and equitably and to the benefit of the FP&M sector in order to maximise the impact of skills development in all regions / to all stakeholders.
Funding Strategy • Core Elements • Geographic Design: reasonable geographic distribution with prioritization of FP&M industries • Sector Allocation: formula based allocation of funds across sub-sectors • Avoiding Duplication: Ensuring effective co-ordination and integration of similar programmes • Impact and Performance and Productivity: Skills development is planned and followed up to enhance job performance and productivity
Funding Strategy • Beneficiary Framework: Preference is given to applications prioritizing PDIs using the following guideline: • 85% - Black • 54% - Women • 4% - People with Disabilities • Non-levy paying entities, NGO’s and CBO’s • Youth • SMME • Class
Generic Criteria • Completed Application Form • Bargaining Council Compliance (if applicable in your sub-sector) • Current Tax Clearance Certificate • Approved WSP/ATR 2011-2012 (if eligible) • SDL payments up-to-date • Training must be accredited and/or recognised (NQF aligned) • Grants allocated to projects, programmes and research activities must support the implementation of the FP&M SETA’s SSP
Application Process • Completed application form • Attach relevant documentation as per guidelines • Submit to FP&M SETA: • Original Hard Copy (post, courier, hand delivery) & • Email/CD (to be sent with hard copy) • Screening of applications • Evaluation of eligibility of applications • Recommendation to Projects and Finance Committee • Recommendation to FP&M SETA Board for ratification • Communication of status of applications
Completing the Application Form • Application Form to be completed for each grant type • Pages 1-3 to be completed by all applicants • Pages 4-5 to be completed for special project funding applications
Completing the Application Form • All applications must be completed and submitted with the necessary attachments. • Organisations must apply on behalf of their staff. • Organisations making application are responsible for the selection of Accredited Skill Development Providers. • Organisations can apply as Skills Development Providers to other organisations, or as member organisations that are seeking grants for their own employees. When applying to provide services to other organisations, the application must be endorsed by all organisations that will participate in the intervention.
