Objective • Discuss state agencies’ response to a pandemic influenza as outlined in the Infectious Diseases Annex, Pandemic Influenza Appendices and agencies’ Essential Services listing
Primary Mission • Preserve Life and Health • Limit Secondary Impacts
Concept of Operations • Base decisions will be geared around a mild pandemic (less virulent) • Initial operations • Agencies’ responsibilities • State may escalate reactions to the plan based on severity • Start small, grow to a size appropriate to deal with the event • Potential operations • Agencies’ responsibilities
State Emergency Operations Plan Infectious Diseases Annex Appendices: • Continuity of Operations • Economic Maintenance and Recovery • Human Services • Public Health • Public Safety and Security
Lead and Support Agencies • Lead agencies have overall responsibility for key decisions made in Unified Command • Support agencies have a direct support role based on level of expertise and type of resources required for incident response • Agencies without specific roles may be tasked to provide support staff or provide a service in their area of expertise

Infectious Diseases Annex Lead Agencies: • Department of Health • Board of Animal Health/Department of Agriculture • Department of Emergency Services • Department of Human Services • Department of Commerce • Highway Patrol • Office of Management and Budget Support Agencies: • All State Agencies
Key Considerations • Addresses types of infectious diseases and response required, to include pandemic influenza • Provides an assessment of the potential impact of an infectious diseases epidemic in North Dakota • Identifies laws and authorities • Addresses continuation of Essential Services/Emergency Operations • Outlines ICS/UCS implementation
Tasks Include: • Implementation of isolation/quarantine/social distancing orders • Activation of a Law Enforcement Multi-Agency Coordination Center (LE-MACC) • Implementation of containment efforts – e.g., border monitoring, travel restrictions • Enactment of school/day care/business closures • Activation of the Workforce Coordination Center • Implementation of a voucher/credit system • Activation of Strategic National Stockpile plans • Implementation of telecommuting, other measures to protect employees

Key Considerations • Addresses effects of illness and death on the workforce and the ability to provide essential services • Addresses actions required for an agency to sustain and deliver essential services and emergency operations support • Implements individual agency COOP plans as needed since state agency facilities may not be open or otherwise operational • Addresses overuse and lack of available people to maintain communications infrastructure
Tasks Include: • Establish pre-negotiated vendor contracts • Provide direction to state employees on personnel matters • Maintain the state computer systems and supporting infrastructure • Redirect public workforce through the Workforce Coordination Center • Individual agency COOP/COG Activation • Ensure guidance and/or policies are in place: • Personnel reporting • Telecommuting / Alternate Work Site • Critical or essential staff • Develop and review, with staff, protocols necessary for limiting the spread of illness.

Key Considerations • Addresses sustainment of economic and business operations • Addresses disruption of our economic system • Food supplies • Fuel energies • Financial systems • Consumer concerns
Tasks Include: • Assist critical public/private sector businesses to support essential services and civilian response • Monitor/assess business and community needs • Provide assistance for businesses on accessing governmental programs/resources • Develop economic projections • Provide training opportunities for business continuity planning, business recovery planning • Address availability and distribution of energy resources

Key Considerations • Addresses coordination efforts to manage provision of basic human needs • Addresses potential disruptions in food and water • Addresses psychological impacts • Addresses child care resources to care for children whose parents have died or are too ill to care for them
Tasks Include: • Coordinate and make available resources to include: • Mass feeding • Commodities distribution • Special needs groups • Volunteer coordination • Pet support center and plan • Crisis counseling • Child care

Tasks Include: • Implementation, as required: • Quarantine/isolation/social distancing orders • Security of supplies, stockpiles • Volunteer identification and management • Shortages in Health Care Workers • Health Care Surge assistance • Medical supply shortages • Community Surge – Minimum Care Facilities, Waiving of Medical Practice Acts • Public Information

Tasks Include: • Security plans for distribution systems • Coordination of crowd control measures for civil disturbances • Enforcement of public health orders • Activation of the Law Enforcement Multi-Agency Coordination Center (LE-MACC) • Protecting human life • Protecting first responders • Facility Security • Infrastructure Security • Border Security
Your Next Steps • Review the Infectious Diseases Annex, the pan flu appendices, agencies’ Essential Services listing located in the File Library of WebEOC • Notify the NDHLS Operations and Planning Section of any changes in your agency’s responsibilities • Review your continuity of operations plans • Provide updates on agency activities to the SEOC via WebEOC – Incident 09-023, H1N1
Your Next Steps, Cont. • Review non-essential services that will likely be suspended in rank order • Develop plans for cross training staff to support delivery of essential services and emergency operations • Establish a chain of command for pandemic operations that is at least five levels deep, and for key management positions, establish succession at least three levels deep
