Introduction The Study started in the summer 2000, ended at Oct 2002 • Based on the previous studies implemented in Egypt • Some assumption of necessary definitions related to CDM are conducted • The Team Work: Grant introduced by Switzerland through the World Bank/GEF Implementation Agency; Tabbin Institute for Metallurgical Studies, TIMS, under the umbrella of the Egyptian Environmental Affairs Agency, EEAA • Quality Control by: Steering Committee, SC, under the umbrella of EEAA Technical Assisstant Group, TAG, representing the grant group, Switzerland/the World Bank/GEF Egypt’s Strategy on CDM
Objectives of the National Strategy Study in the Arab Republic of Egypt The objectives of the NSS: • Evaluation of the present opportunity of Egypt to take a share in the international GHG abatement market through the CDM. • Developing this opportunity by better institutional setting and capacity building for the possible local stakeholders. Organization of the NSS Study/Team Overview on the study organization: • Overview on existing work , (Chapter 1) • Assess cost and benefit of the CDM by quantifying the potential for GHG reduction / avoidance in Egypt through CDM and assessing the related cost (Chapter 2) • Assess and evaluate the opportunities created by a possible market for CDM projects and/or GHG reduction / avoidance (Chapters 2 and 3) • Develop the national policy framework related to the CDM, (Chapter 4) • Identify regulatory, institutional and capacity building requirements for CDM in Egypt, (Chapters 4 and 5) • Develop a portfolio of possible CDM projects, (Chapter 6) • Identify Possible Projects in the field of land use and land use change and forestry (LULUCF) Egypt’s Strategy on CDM
Conclusions Raised from NSS • Egypt has a large potential for the implementation of CDM projects. • Egypt has to develop efficient, transparent and strong criteria and institutions for the marketing, approval, and control of CDM projects, which imply realization of the following: • Attractive and competitive means that Egypt CER products have a price on the international level or below • In turn, the participation in CDM should be associated with the lowest possible costs for Egypt. • Facilitation of CDM and to the CDM project cycle such as information dissemination, project verification and certification can be carried out by both governmental and private entities. Special Products of the NSS • Egypt Situation in the international GHG abatement market, Chapter 3, will be briefed in the presentation of CD for CDM in Egypt • Need to institutional setting to construct one hand CDM implementation entity to take care of the CDM project/partners through the project cycle • Other important issues related to the NSS on CDM will be introduced in the coming presentation of CD for CDM relevant to better competitive capacity for Egypt Egypt’s Strategy on CDM
