Croke Park Agreement • Terms of Reference: • The augmenting of existing civilian support staff through re-deployment of surplus staff from other areas of the Public Sector • Identification of priority areas for deployment of newly deployed and existing civilian staff to release members of An Garda Siochana to operational duties • Identification of potential for further civilianisation
Fundamental underpinning the discussions from AGSI perspective: Provision for members who have been injured on duty or are confined to light duties for various reasons, sickness or pregnancy etc.
Areas of examination for Priority Augmentation • GISC • Fleet Management • Admin Support for court services • CCTV, PSV, ECAS and Command & Control • Vetting, FCPS • Property Stores • Public Counter Assistant • Finance • ICT • Divisional Accountant • Garda College
Focus of Working Group – Four Areas • GCVU • We agreed increase civilian staff provided our members interest are protected • ECAS/C&C • Agreement in principle to subject to: • civilianisation augmenting the service • Only act in the role of call taker Awaiting firm proposals in this regard.
Focus of Working Group • Public Counter Assistant; Agreement in principle provided; • their role is clearly defined • Does not replace Garda members at public office • Does not impinge on Garda functions i.e. prisoner management, etc. • GNIB • Matter is under discussion due to management actions.
Work Force Modernisation Report • Significant body of work done by management in relation to work force modernisation. • AGSI considering the document at present but would have fundamental objections to certain roles/functions being fulfilled by anyone other than attested Garda members. • Our understanding is that the Commissioner has not accepted the report, however, AGSI will continue to monitor managements actions to ensure that no matters are implemented without the necessary discussion and agreement.
