Revised IAY GuidelineSailent Features Enhancement of Unit Assistance:- • Construction of New House – Plain areas Rs. 70,000, Hilly States and Difficult areas including IAP districts Rs. 75,000/- • Up gradation of dilapidated/ kutcha house – Rs. 15,000/- • House sites for eligible landless – Rs. 20,000/- • Provision of Administrative Expenses – 4% of fund released
Contd/… • Constitution of Empowered Committee under Chairmanship of SRD/AS(RD) Allocation of fund • 95 % of the total budget for new houses, upgradation of houses and provision of house sites and administrative expenses • 5 % of total budget reserved for special projects • Flexibility to State for district wise allocation of targets. • Payment to beneficiaries to be made into her/his Bank/PO(DBT using eFMS)

Mobilising Additional Resources • Supplementary grants from the State Government • DRI Loans • Mobilization of other loans • Formulation of subsidy-linked projects availing loans from banks/financial institutions
Convergence of IAY More efforts to be made by States/UTs to converge IAY with other prevalent schemes/ programmes • Mandatory toilets with IAY unit. NBA funds will be made available as per joint letter of M/DWS & M/RD dated 16.5.2013 • IAY target to be communicated at States/ district level. • District level sanitary mission will transfer funds to IAY implementing agency in two installment. • 2nd installment will be issued on submission of UC/AR as per NBA guidelines. Ministry of Power (RGGVY) for providing one free electricity connection to all IAY beneficiaries • Self-help Groups & NRLM For extending internal loans for eligible IAY beneficiaries for construction of houses & help members access loan for houses from financial institutions • Ministry of Health For covering IAY beneficiaries under insurance schemes meant for health / maternity / life benefits
Allocation • Annual allocation for States/UTs based on existing formula ( 75% weight to houselessness & 25% weight to Poverty ratio) rationalised to achieve fair category wise distribution • B.E 2013-14 – Rs.15184.00 crore • Funds for allocation – Rs.13894.9038 crore (incl. admin cost) • Total target - 24,80,715 houses • Targets for SCs, STs and Minorities made in proportion to population of these categories in States/UT’s • State shall follow this principle for allocating targets below • Up to 20% of district allocation can be used for upgradation • Once SECC is finalised allocation would be based on houseless people from BPL population for each category
Release of funds • State shall be the unit for purpose of release of funds • OB, release of state share, Expenditure and TAF shall be reckoned at State level • 1st installment - equal to 50% of annual allocation • 2nd installment - equal to annual allocation minus 1st inst. • All data will be as per entries in AwaasSoft only • No proposal for 2nd installment will be entertained after end of December • Grace period of 3 years from 2013-14 for States to adjust to the new cycle ,during which proposals can be submitted till end of January

1st installment 1st installment restricted to districts which have received 2nd installment of previous year Subject to • Annual Select List of beneficiaries has been prepared and uploaded in AwaasSoft • Districts which have not claimed 2ndinstallment in previous year - consolidated claim for 1stinstallment should be sent along with documents which were required to be submitted for release of 2ndinstallment of previous year
2nd installment State should satisfy the following conditions • Utilization of at least 60% of total available funds. • Release of matching state share • Fulfillment of conditionalities, if any, indicated during earlier releases • Completion of 100% of sanctioned houses more than 3 years old & 75% of houses sanctioned 2 to 3 years ago • Data entry in AwaasSoft reflecting utilization of funds and completion of houses
Use of AwaasSoft • Uploading Annual selection list before release of 1st installment • Registration of complete beneficiary details • Financial & Physical progress as reflected in AwaasSoft would be considered for all purposes • All transaction have to be done through AwaasSoft • Use of reports for monitoring • Regular uploading of photos every quarter • Follow up till completion
