Resettlement Performed for Dec 04 Invoices (Day-of Results) • For each operating day January 7, 2003 through March 31, 2003 --- resettled the charges for Regulation Up (LARU), Regulation Down (LARD), Responsive Reserve (LARR) and Non-Spin LANS). • The resettlement was consistent with PRR 451 approach. • Used the most current load as of the last Settlement run to determine each QSE’s obligation. • A QSE’s obligation (used in the resettlement) was calculated using the QSE’s load for that operating day. For example, QSE Y’s load on 01-07-03 was used to calculate QSE Y’s obligation for 01-07-03. • Self-Arrangement amounts stayed the same as when initially settled. • Prices stayed the same as when initially settled. Resettlement Approach Used to Develop Estimate Sent Out Sept 05 (Look Back Results) • For each operating day January 7, 2003 through March 31, 2003 --- resettled the charges for Regulation Up (LARU), Regulation Down (LARD), Responsive Reserve (LARR) and Non-Spin (LANS). • Used the most current load as of the last Settlement run to determine each QSE’s obligation. • A QSE’s obligation (used in the resettlement) was calculated using load data for a day 21 days in advance of the operating day. For example, QSE Y’s load on 12-17-02 was used to calculate QSE Y’s obligation for operating day 01-07-03. • Changes in QSE to LSE relationships were captured. For example, if LSE 1 was with QSE X on 12-17-02 but with QSE Z on 01-07-03 --- QSE Z’s load used to calculate obligations for operating day 01-07-03 included the load for LSE 1 (on 12-17-02). • Self-Arrangement amounts stayed the same as when initially settled. • Prices stayed the same as when initially settled. Data Sent to QSEs Although ERCOT believes that it correctly resettled the disputed Operating days by utilizing Load Ratio Shares from each Operating Day in question (Day-Of Method) in accordance with the Final Order, the complainants argue that ERCOT should have utilized Load Ratio Shares based on Load data from twenty-one days prior to each Operating Day at issue (Look-Back Method) ERCOT Settlements and Billing
