The Internet2 model • Internet2 is a series of partnerships among higher education, business and government to manage this 'technology transfer' process.

Technology Transfer • “The movement of know-how, technical knowledge, or technology from one organizational setting to another” (Roessner, 2000) • It is also complex, risky, takes a long time, costs more than you think and usually fails. (US Congress, Comm. On Science and Technology, 1985)

Advantages of Linear Model • Simple and easy to understand • Easily outlines roles for public and private sectors
Problems with Linear Model • Often technology first, and basic science comes later • Ignores that science is done in industry • Many feedback loops and directions

Multiple Goals • "Out-of-the-Door” - A product or process idea was developed and transferred. • Market Impact - A product or service, increased profit or market share, or intellectual property with value.
Multiple Goals (cont.) • Scientific and Human Capital • Capacity of partners to do future research. • Capacity of partners to support activities outside the partnership. • Trains students who could move on to the corporate sector.

Tech Absorption and Transfer • Tech Absorption - is use of research by one of the partners in the project • Tech Transfer - is use by an entity outside of the partnership

In Theory... • Education leads with innovation: • It has the demand for applications • It has the ability to implement
In Theory... • Private Sector leads deployment to market • Closer cooperation in R and D will allow innovations to be introduced into the product life-cycle earlier
Critical Success Factors:Technology Absorption • Projects were solicited through competitive solicitations • Demonstrations to end-user important • Conflicts over contradicting goals • Proximity of partners important • Number of funders and partners
The Context • Researchers are initiating the university-industry relationships. • Better results with one-on-one relationships than research centers • Cohen, Florida and Goe (1994)
Recommendations • Scale back to lesser goal of providing the hardware and software upon which research can take place. • Or, (someone) more formally examine the tech transfer process and help support it in consort with other institutions
