Presentation Objectives • Describe changes to Schedule 23 identified during ISO New England’s (ISO-NE) and the PTOs’ efforts to develop the Order 792 compliance filing • Increase to Fast Track process fee • Increase to Small Generator Interconnection Request deposit • Schedule 23 contains ISO-NE’s Small Generator Interconnection Procedures (SGIP) and Small Generator Interconnection Agreements (SGIA) • Both increases are listed on Attachment 2, SMALL GENERATOR INTERCONNECTION REQUEST(Application Form)
Fast Track Process Fee • Order 792 revises the pro forma SGIP to provide an Interconnection Customer the option to request a Pre-Application Report. • Based on ISO-NE analysis and input from the PTOs, the proposed Schedule 23 revisions to comply with Order 792 reflect a $500 fee. • During the discussion of the Pre-Application Report Fee, the PTOs reported that the Fast Track Process Fee was inadequate. • MA utilities reported that the fee for the State Fast Track process were higher, that those fees often did not cover the total cost, and that the MA Fast Track process was simpler than FERC’s
Fast Track Process Fee (Continued) • The ISO is proposing to set the fee in Schedule 23 to be equal to the fee in the Massachusetts process • If the Interconnection Request is submitted under the Fast Track Process, the non-refundable processing fee is $500$4.50/kW (minimum of $300 and maximum of $7,500). The kW are the maximum gross kW of the Small Generating Facility. • This proposal will set the fee closer to actual costs • This proposal will make costs for a fast track process in MA the same whether the customer falls under the state or FERC process
Interconnection Request Deposit • The ISO is proposing to increase the deposit for a Small Generator Interconnection Request • If the Interconnection Request is submitted under the Study Process, whether a new submission or an Interconnection Request that did not pass the Fast Track Process, the Interconnection Customer shall submit to the Transmission Provider a deposit not to exceed $2,500$1,000 towards the cost of the scoping meeting, the development of the interconnection study agreements, the interconnection studies and development of the SGIA. • This proposal is designed to cover actual costs incurred by the ISO and the PTOs in cases where the Interconnection Customer withdraws after a study agreement is developed
Interconnection Request Deposit (continued) • ISO’s proposal should not deter small generators • Customers can obtain a pre-application report so any Interconnection Request should be for a viable project • The cost of the study and developing a three-party IA will exceed $2,500 in a vast majority of the cases
