Background Business and Industry Advisory Committee (BIAC) and Trade Union Advisory Committee (TUAC) have a special relationship to the OECD as representatives of the social partners and civil society. Both have expressed their interest in participating to the work of the CERI GB, as they already do in several other committees in the OECD.
BIAC/TUAC participation in EDU bodies PISA GB & TALIS BPC: BIAC and TUAC representatives can participate at the meetings as invited experts for all items, but any individual delegate retains the right to request that the invited experts withdraw for any particular item on the agenda, but thus far this has never happened. Skills Strategy AG: same procedure as PISA GB EDPC: enabling BIAC and TUAC to participate in future EDPC agenda items of mutual interest, whereby the Bureau identified suitable items, subsequently validated by member countries by consensus
Discussion at CERI GB Bureau • Bureau discussed on 25 October 2012; some concerns were raised • that the invited experts from BIAC and TUAC would be sufficiently knowledgeable on educational research and, preferably, have a sufficient research background and expertise themselves, in accordance with the CERI GB Mandate • that the purpose and rationale for participation should be clearly identified, i.e. not to voice opinions or to start a political debate, but to identify research perspectives and to discuss research outcomes.
Proposed procedure 1/2 • BIAC and TUAC are invited to nominate maximum two representatives per organisation who can participate to the meetings of the CERI Governing Board as invited experts . • In the invitation letter it is stressed that the nominated experts should meet the qualifications as defined in the CERI Mandate with regard to the CERI GB members: “The Governing Board shall be composed of one national expert in the field of competence of the Centre from each of the Centre’s participants. Experts shall be proposed by the participants, and should have senior standing and expertise in the field of education, either as researcher with strong connection to policy, or as policy maker with strong connection to educational research and innovation.” [C(2011)88, Annex].
Proposed procedure 2/2 Each member of the CERI Governing Board can ask the experts to withdraw from the discussion on a specific item on the CERI GB’s agenda by simple notification to the Secretariat before the start of the meeting. The Secretariat will then inform the BIAC and TUAC experts. Internal matters on the agenda are always discussed without invited experts. After three CERI Governing Board meetings the Secretariat will organise a consultation among the CERI GB members on the experiences with the proposed arrangement and report back to the CERI GB at the following meeting.
Action The Board is invited to AGREE on the proposed arrangement that, unless one or more Governing Board members object, representatives of TUAC and BIAC be invited as experts to all substantive items on the agenda.
