7-11 ADVISORY COMMITTEE RECOMMENDATIONTO THE GOVERNING BOARD Ramona Unified School District June 18, 2009
Purpose • Pursuant to Education Code 17388 • Before surplus real property is sold, the governing board must appoint a district advisory committee to advise the governing board on the disposition of such property • On the recommendation of the advisory committee, the governing board MAY pass a Resolution of Intention to dispose (sale or lease) of real property
Purpose • Committee is a way to gather information from the public and to present to the governing board its recommendation(s) • The governing board will then determine which properties, if any, it desires to dispose of, and in what manner (i.e., sale, lease, etc.) • The governing board does not have to adopt any of the recommendation(s) of the committee
Task • Review data to determine the amount of surplus space or real property • Properties owned by RUSD • Enrollment history/projections • Establish a priority list of acceptable uses for the surplus property • Provide for community input on acceptable uses • Forward the committee’s recommendation(s) to the governing board
Surplus Property • Unusable acres, approximately 13.7 acres, contained within the 40-acre field behind the Ramona High School campus
40-Acre Field To be able to impact (or develop) the approximate 20 acres, RUSD must mitigate 2.5 acres Wetland areas also must be mitigated Leaves 13.7 acres: District is not allowed to develop Permits for developing will not be approved Except for developing additional restored vernal pools
Recommendation of The 7-11 Committee • Public Forum Comment: • No one from the community came to comment on the property • Recommendations of the Committee: • Offer for sale to vernal pool mitigation bank • Note: • There was discussion, and a minority view expressed that the property should be held until the real estate market regains some of its value
Closing • Staff is asking for direction from Governing Board
