Existing Situation • Declining water tables • 1982-1990: 2.5 m per year • 1990-1996: 6-12m per year • 1994-2004: • more than 100 meters in Taytay • more than 80 meters in Pasig • more than 60 meters in Quezon City–Caloocan City area • more than 20 meters in Imus-Bacoor area Manila
Existing Situation • Salt water intrusion • Affected areas: coastal areas of NCR, Bulacan, Cavite and Pampanga (EC ranges from 1,500-5,000 μS/cm) • Land subsidence • Sea level rise: 2.36 cm/yr
2008 GROUNDWATER LEVEL IN METRO MANILA AND NEARBY AREAS (Rizal, Bulacan, Cavite and Laguna) Cones of Depression (critical areas) in the vicinities of Guiguinto-Balagtas-Sta. Maria area, Meycauayan-Marilao-Bocaue area,Quezon-Makati-Parañaque-Muntinlupa-Las Piñas in Metro Manila, and Bacoor-Kawit-Cavite City area.
SALINE INTRUSION Presence of saline water along the coastal municipalities including Quezon, Taguig and Muntinlupa City
In 2035, groundwater depletion includes Sta Rosa, Biñan and San Pedro in Laguna, Binangonan, Angono, Taytay and Cainta in Rizal, Imus and Dasmariñas in Cavite.
FORMULATED POLICIES: • For Areas Connected to MWSS : • Critical Areas : • No new permits • Revocation of existing permits • Reduction of extraction rate • Higher water extraction fees • Non-Critical Areas : • Will process permits but on certain • conditions
FORMULATED POLICIES: • For Areas NOT Connected to MWSS : • Critical Areas : • Will process permits but will limit • validity until connection becomes • available • Non-Critical Areas : • Will allow processing of permits
The existing policy on Critical Areas approved by the Board in 2006 is still under review. It is recommended that the whole Metro Manila be declared as critical areas due to: Boundary issues GW interconnectivity
Policy Options/Recommendations • Groundwater monitoring • All existing wells and pumps have to be inventoried and monitored:pumping rates, water production, water levels, water quality, production costs • Updating of database • Automatic closure of illegal wells
Policy Options/Recommendations • Improvement of water service delivery • MWSS, through its concessionaires, and the various Water Districts in the study area should improve its service so as to provide reliable supply of water with satisfactory pressure for 24 hours per day. They also have to submit plans for future water supply sources to meet the future demand requirements.
Policy Options/Recommendations • Development of sewerage system and wastewater treatment facilities • The allocation of NIA (or part of it) in the use of water from Angat Dam for irrigation purposes can thereby be transferred to Metro Manila (for domestic, commercial and industrial use) while the treated wastewater from Metro Manila can be used for irrigation and non-potable uses.
Policy Options/Recommendations • Public awareness and partnership • IEC on the: • economic value of water resources • extent and impacts of over-extraction of groundwater • impacts of pollution on public health, ecosystems and economic development • impending water scarcity due to climate change and increasing demand • Promoting the recycling of water/treated wastewater • Reporting of illegal wells
RECOMMENDATION: A Memorandum of Agreement (MOA) between the National Water Resources Board and Local Government Units (LGUs) be made to address the current issues for more effective and efficient management of Metro Manila’s groundwater.
