Purpose of the working group • Ensuring strong operational linkages between the development of new services and reduction of residential care; • Examine whether sound legislation and good pilots of new services are sufficient for effective reform and de-institutionalization the development of new services and the reduction of residential care; • If, not what more is needed; • Agree upon: key lessons, questions for further examination, key conclusions and key recommendations.. Key Issues • Appropriate legislative changes and good pilot projects and alone are insufficient; • Development of alternative services can even increase aggregate number of children in state care if not properly coordinated; • Road to hell is paved with good intentions • Careful planning of continuum of services is needed; • Requires targeting, good forecasting, and the right incentive framework; • Budgets and incentives speak.
