UR&O SG ToR • identify, document and prioritize requirements of major stakeholders for current and future EO • identify mechanism(s) for their review and update • take into account existing inventoriesof users needs and gaps • Promote widespread awareness of GEOSS benefits through an outreach strategy GEO-4 Tokyo 22-23 April 2004

Progress from GEO-3 Further elaboration of the compelling rationale to achieve each socio-economic benefit areas and first identification of relevant key topics Expanded description of major user groups categories Identification of three examples (sea surface temperature, atmospheric chemistry, geohazards) illustrating different methods for defining requirements and identifying gaps. Proposed approach for improving user involvements and for monitoring and updating user requirements and satisfaction over time Develop an outline of an outreach programme GEO-4 Tokyo 22-23 April 2004

Next Steps (1) • Convergence with IPTT work proposal • continue with the UR gap analysis and identify high priority requirements, in cooperation with other Subgroups • define users involvement mechanisms and contribute to identify : • modalities for updating user requirements over time • monitoring of user satisfaction over time • possible creation of UR database for GEOSS • contribute to design an Outreach Programme with Capacity Building SG • contribute to define milestones, reporting and review process relevant to UR &O for the 10-year implementation plan. Next Steps (2) • Participation to the IPTT – SGs meeting in Paris (13 –14 May) • UR &O SG meeting in Exeter (UK) (17-18 May) • Continue user requirements gap analysis relying on UR&O SG organisations, already identified, and others willing to join. • Support the organization of gap analysis workshops, where needed, to discuss, compare and build on existing work. • Contribute to the organization of Outreach workshops, with Capacity Building SG and others, where needed.
