What is happening? • From 1 July 2019, six regional Local Health Networks (LHNs) will replace Country Health SA LHN • Each LHN will be led by a skills-based Governing Board, responsible and accountable for managing and providing health services in country SA • A Rural Support Service will provide clinical and corporate advice and expertise once for all six – hosted by one of the regional LHNs
How did we get here? • State Government 2018 election commitment to: • Devolve the public health system through the establishment of Statewide, Metropolitan and Regional LHN Governing Boards • Put responsibility and accountability at the local level, with strengthened oversight • Improve patient safety and hold Governing Boards accountable for delivering real progress
Expected Benefits • To improve value in terms of quality and safety of services, costs and service accessibility • To increase clinician and community engagement in service delivery • To ensure greater service responsiveness and innovation in the way services are provided • To increase community confidence in the State’s public health system.
Progress to date • Regional LHN Chairs, Chief Executives and Board Members appointed and working to support transition • Regional LHN Boards have started to meet in transition roles • New LHNs and Rural Support Service functions and structures designed and consulted on • Preparation underway to transition staff and functions to new arrangements • Existing staff to be realigned to the LHNs or Rural Support Service
Governance: LHN Board Composition • Between six to eight members, appointed on merit, with experience/expertise in at least one of the following areas: • Health management • Clinical governance • Commercial management • Financial management • Law • Provision of health services • Any other relevant experience • two must be health professionals • one must have expertise, knowledge or experience in Aboriginal health
Governance: Governing Board Responsibilities • From 1 July 2019, each Board will be accountable for the delivery of health services within its area of responsibility, including: • Control the health budget for its area of responsibility • Actively engage with its communities and frontline health professionals • Negotiate an annual Service Agreement and monitor and report on progress against key performance targets
Clinician and Consumer Engagement • Boards will be required to develop and publish: • a clinician engagement strategy to promote consultation with health professionals working in the LHN • a consumer and community engagement strategy to promote consultation with health consumers and the community • Strategies must be developed in consultation with communities and stakeholders, then implemented, monitored and reviewed regularly

Aboriginal Health from 1 July 2019: Regional LHNS • Six new positions of Director of Aboriginal Health proposed – one for each LHN • Director proposed to: • report directly to the LHN Chief Executive Officer and sit on the Executive Leadership Team • be responsible for Aboriginal Health Services including projects, collaboration and partnerships, strategy, monitoring and standards, and lead regionally-based teams • Aim to build capacity and capability in the regions
Aboriginal Health from 1 July 2019: Rural Support Service • Director of Aboriginal Health and small team proposed to support high-level strategic planning, policy, consumer engagement and advocacy services on a country-wide basis • Aim to strengthen collaboration, networking, and the ability of the regional LHNs to support local communities • Detailed design of the new LHNs and Rural Support Service will be finalised shortly • Opportunities to engage with these new organisations from the start
Aboriginal Health Community and Consumer Engagement Strategy (AHCCE) • Responding to HPC strategy review, AHCCE Strategy has been embedded in Country Health’s overall Consumer and Community Engagement (CCE) Strategy, to ensure its longevity and binding application • The Consumer and Community Engagement Strategy will play a key role in informing each regional Board as they develop and implement their engagement strategies • Opportunities to engage with the new LHNs and influence the development of those strategies
