  2. What is TRI-MEweb? • TRI-MEweb is the TRI Program’s new online reporting solution • TRI-MEweb will be available anywhere there is internet access • Users do not need to download anything to their desktop After 20 Years....Looking Forward

  3. Why TRI-MEweb? • Will promote internet reporting • No need to email CDs • No need to test operating system/software compatibility • Application changes can be made instantly • Will lead to earlier data releases due to increases in internet reporting After 20 Years....Looking Forward

RY 2005 TRI-MEweb Pilot • Approximately 100 facilities used the TRI-MEweb pilot application to submit 400 chemical forms for RY 2005. • Luckily, we had minimal technical “hiccups.” • We received a significant amount of positive feedback, and shockingly, some not so positive…… After 20 Years....Looking Forward

  7. The Cross Media Electronic Reporting Rule (CROMERR) • What is CROMERR? • Sets requirements for electronic reporting to EPA • E-documents must be transmitted to the Central Data Exchange (CDX) or other e-reporting system designated by the Administrator. After 20 Years....Looking Forward

CROMERR: Enforcing Against e-signatures • E-signatures legally bind or obligate the signatory to the same extent as a handwritten signature. • Proof that a particular e-signature device was used to sign an e-document will suffice to establish intent to sign the e-document and give it effect. After 20 Years....Looking Forward

How Are We Compliant? • TRI-MEweb will require all Certifying Officials (CO) to obtain a CDX username and password and provide a signed Electronic Signature Agreement (ESA) prior to electronically signing the submission. • Each CO will be linked to their facility and will only be authorized to e-sign for that facility • COs only need to provide the ESA one time. However, if there is a turnover in the CO role, the new CO must register with CDX and provide an ESA prior to electronically signing the submission. After 20 Years....Looking Forward

CROMERR Implementation Issues • Requiring COs to register with CDX and provide an Electronic Signature Agreement could present lag time issues. • TRI-MEweb will notify the user if a CO has not been designated (see slide 14) • The rate of CO turnover could present administrative issues • Learning Curve…… After 20 Years....Looking Forward

The Future • We hope to announce the availability of TRI-MEweb soon • If RY 2006 TRI-MEweb is a limited release, we will likely open TRI-MEweb usage for facilities located in the TRI State Data Exchange states • We hope to discontinue TRI-ME CD for RY 2007 depending upon TRI-MEweb’s performance After 20 Years....Looking Forward
