3. Initial Project Objective DEVELOPMENT and IMPLEMENTATION OF A SYSTEM FOR ACCREDITING RENEWABLE ENERGY TRAINING

4. Initial Project Recommendation The adoption of the Institute for Sustainable Power’s (ISP) framework into the APEC region as the mechanism for accrediting renewable energy training

5. Why? • Not to re-invent a wheel but to strengthen an existing wheel. • Within the APEC region, • China has adopted the ISP standards for RE training; • a number of institutes within the USA are already accredited; • The Canadian industry is investigating whether to adopt ISP accreditation; • Australia has recently completed a study into the adoption of ISP accreditation for training institutes and certification of trainers which will be presented toe the training institutes later this month. • There is also a current project in ASEAN (7 of which are member economies of APEC) to implement ISP accreditation in the region.

What is ISP? • Institute for Sustainable Power • International Non-Profit, Incorporated in 1996, Offices in USA and UK • Standards Making and Quality Standards Coordinating Body • Third-Party Accrediting Body for Quality Training Programs • Specific to Renewable Energy, Energy Efficiency and Distributed Generation

7. Accreditation and Certification Defined • Accreditation: Qualifying Training Programs and Institutions Trainers • Certification: Qualifying Trainers

8. What does ISP accredit or certify? • Accredited Training Program • Accredited Continuing Education providers, • Certified Independent Master Trainers • Certified Affiliated Master Trainers • Certified Instructors

9. International Standard ISPQ DIS 01021 • The Standard against which training programs, trainers, and continuing education providers can be accredited or certified. • The Standard describes the experiences, structure, and resources that training programs, training providers, or continuing education providers must have in order to be awarded ISPQ accreditation or certification. • The Standard specifies requirements that ensure that training bodies operate in a consistent, comparable, and reliable manner.

10. Project- Revised Objectives • Investigate the current renewable energy activities (Section 3 of this report) within the APEC region and identify 3 priority technology applications. • Develop draft task analyses for these priorities. • Provide recommendations on how to implement the ISP accreditation program throughout the APEC region.

11. Task Analysis- Competency Standards • Accreditation of training courses requires the development of a Task Analysis detailing the core competencies (skills) required by a person to undertake particular work (job). • Prior to this project ISP had already developed three task analyses: and these were reviewed by the project team with respect to their suitability as a general document for the region. Australia had two existing Task Analyses, and these were similarly reviewed and re-written into the ISP format.

12. Task Analyses • Draft task analyses were developed for the following priority areas: • Micro-hydro systems • Small Wind-Systems • Biogas for Village and Household. • In addition the following two TA that were being used by the Australian Technician Certification Program were also re-written into the ISP format: • Design of Stand Alone PV Power Systems • Installation of Stand Alone PV Power Systems

13. Final Report contains • Overview of Institute for Sustainable Power Inc , including a summary of the standard • List of Renewable Energy Training Courses & Resources Currently Available within the APEC Region based on the 8 TA’s that are now available • Approaches to Obtain Agreement (for accreditation scheme) from Training Institutes • Recommendations for Implementing a Renewable Energy Training System within APEC

14. Recommendations for Implementing a Renewable Energy Training Accreditation System within APEC • Recommendation 1: It is therefore recommended that APEC adopt ISP accreditation throughout the region and not develop its own program. This will remove the need to either duplicate an already existing entity or develop similar guidelines and procedures. • Recommendation 2: It is recommended that EGNRET work with ISP to introduce ISP accreditation of training to the region.

15. Economies involved with ISP ISP activities are already underway in following economies: • Australia (workshop late Nov) • Brunei • Canada (some training institutes) • China (some training institutes) • Indonesia • Malaysia • Philippines • Singapore • Thailand • USA (some training institutes) • Vietnam

16. Implementation of Recommendations 1. Workshops: • Hong Kong: (Japan, Korea, Hong Kong, Chinese Taipei and Russia) • New Zealand: (New Zealand , Papua New Guinea) • Mexico: (Mexico, Peru, Chile) • Auditor Training 3. Complementary activities to the workshops which APEC could adopt include: • Development of a brochure linking the APEC initiative and ISP to be sent to all training institutes (conducting RE training) identified in the APEC region • Encouraging members of EGNRET to present papers on the initiative at relevant conferences conducted in the region.
