Conversion of state services into electronic format, including creation of Web services for rendering state services and granting access to them via the Unified State Service Portal and Moscow City State Service Portal 1. • CONVERSION OF STATE SERVICES INTO ELECTRONIC FORMAT AND CREATION OF NEW ELECTRONIC SERVICES Development of the integrated municipal infrastructure used for rendering state services, development of municipal registers, records, directories, and classifiers, as well as the unified geo-information space of Moscow city 2. Promotion of the legal relevance of state services for business and citizens and creation of the electronic notary office 3. Provision of monitoring and management of the condition of municipal facilities (building plots of land, roads, green areas, water-supply networks, etc.), particularly using CCTV systems Provision of automatic collection and analysis of data received from the technological sensors and other surveillance systems installed in households, organizations, and at the municipal facilities, as well as creation of the automated billing system 2. 3. Provision of intelligent management of all types of production and consumption wastes 4. Subprogram II Creation of the Intelligent City Management System Smart city Moscow IT Department • ENHANCEMENT OF THE EFFICIENCY OF MUNICIPAL UTILITIES AND FINANCE MANAGEMENT BASED ON THE IMPLEMENTATION OF INFORMATION-AND-COMMUNICATION TECHNOLOGIES 2. • Creation of the unified automated municipal system of management, monitoring, and integrated analysis of the activity of Moscow city executive authorities, institutions, and economic entities (UAMMS – short for the Unified Automated Municipal Management System): • Stages of UAMMS implementation: • 1)2011. Development of the system project, audit of the existing information systems in terms of conformity to the system project, and collection and systematization of requirements to UAMMS. • 2)2012 . Determination, structuring, and description of the through processes subject to automation within the frameworks of UAMMS, making decisions on integration of the existing information systems conforming to the system project in UAMMS, development of the UAMMS technical specifications, development of the system’s individual components mock-up, and testing system components. • 3)2013 – 2014. Design, development, and phase-to-phase implementation of UAMMS, UAMMS integration with the information systems of executive authorities based on the unified integration bus, particularly with the Intelligent Transportation System, automated state functions management system, unified medical information analysis system, and information system of the general-purpose electronic card. • 4) 2015 – 2016.
