Synopsis A 46000 DWT product tanker, while proceeding east bound through Caofeidian Traffic Separation Scheme in ballast had a collision with a dry cargo vessel. The incident occurred at 0348 hours on 11 Sep 2010. For the purpose of this presentation these vessels will be called “MT Own Vessel” and “MV Other Vessel” respectively.
Event Summary 09 Sep 2010 Product tanker “MT Own Vessel” arrived at Tianjin, China to discharge “Jet A-1” cargo and was safely berthed alongside. 10 Sep 2010 Upon completion of discharge operation “MT Own Vessel” was prepared to proceed in ballast condition towards Dalian, China for next voyage orders. She was drawing 5.50 m forward and 7. 10 m aft. Pre-departure meeting was held and her steering gears, bridge controls and main engine were tried out before pilot boarding. At 2354 hours pilot boarded and Master/ Pilot information were exchanged.
Event Summary 11 Sep 2010 0012: “MT Own Vessel” safely cast off from the berth and proceeded outbound. 0200: The pilot disembarked 0206: The main engine was put to Full Ahead, at maneuvering RPM. The vessel was on hand steering. The bridge team comprised of the Master, an OOW (the 3/O) and an AB. 0040: The 2/O relived the 3/O.
Event Summary 11 Sep 2010 0300: “MT Own Vessel” came out of Tianjin VTS. Weather was recorded as light air, rippled sea and horizontal visibility of ≥ 5 miles. A number of vessels were in the vicinity, some of which were joining in/ coming out of Caofeidian TSS. Both the RADAR/ ARPA were in operation. 0320: Master handed over con to the 2/O. 0335: Master retired on the settee behind the chart table curtain in the wheel house.
Development of Close-Quarter Situation 11 Sep 2010 0330: “MT Own Vessel” altered course to 098°T to join the east bound lane of Caofeidian Traffic Separation Scheme while “MV Other Vessel” was on the west bound lane heading 278°T at a distance of 4.2 miles, about 3 points on the port bow of “Own Vessel”. “MV Other Vessel” altered course to 264°T. “MT Own Vessel” and “MV Other Vessel” were making about 8.5 and 11.5 knots over the ground respectively.
0340: “MV Other Vessel” altered to port, reversing heading towards the east bound lane. She was still not tracked on ARPA by the “Own Vessel”. Speed of “Other Vessel” fell to about 9.5 knots, while “Own Vessel” continued at 8.5 knots.
0350: “MV Other Vessel” altered course hard to starboard at a distance of 0.8 miles, on 3 points on the port bow of “MT Own Vessel” developing a close quarter situation.
0351: “MT Own Vessel” was brought to hand steering and 10° port helm was given while “MV Other Vessel” was found continued turning to starboard.
0352: The 2/O of “Own Vessel” called the Master. At the time “MV Other Vessel” was fine on starboard bow of “Own Vessel” at about 6 cables off and flashing at “Own Vessel” by a day-light signalling (Aldis) lamp.
0353: The Master of “MT Own Vessel” reached the conning position and the port sidelight of “MV Other Vessel” was clearly seen. The Master of “Own Vessel” ordered helm hard to port and the wheel was put 35° to port.
0354: The wheel of “Own Vessel” was reversed to hard starboard followed by a series of subsequent orders to port and starboard to avoid/ minimize the impact with “Other Vessel” and engine of “Own Vessel” was put to Dead Slow Ahead.
“MV Other Vessel” made the first contact with “Own Vessel” in the way of forecastle starboard side. At the time of the first contact “Own Vessel” and “Other Vessel” were on N’ly and NW’ly heading respectively. Immediately after the first impact “Other Vessel” sheered off while “Own Vessel” still swinging to port and “Other Vessel” swinging to starboard.
0355: The engine of “MT Own Vessel” was put to Full Astern and “MV Other Vessel” made the second contact in way of # 1 (S) FO tank, on starboard side, abaft the accommodation break of “Own Vessel”. Immediately after the second contact the engine of “Own Vessel” was stopped.
0356: Both the vessels swung clear of each other without any further contact. “MV Other Vessel” continued making way and crossed ahead of “MT Own Vessel”. None reported any injury, pollution or immediate danger. Hull integrity of both the vessels were apparently intact and they proceeded on own power for safe anchorage.
