Highway 13 & Highway 101 Interchange Construction SP 7001-103 Savage, Scott County Municipal Consent Public Hearing December 7, 2009
Highway 13 Corridor Area Overview Howard Preston CH2MHill
Stakeholder Workshop Concepts and Preliminary Evaluation TH 13 Concept 1 Increase capacity of at-grade intersection with additional through and turn lanes TH 13 Concept 2 Roundabout TH 13 Concept 3 Grade-Separation
Project Overview Lynn Clarkowski Mn/DOT Metro District — South Area Manager
Crash Data • TH 13/TH 101 intersection was ranked #18 on the statewide-list of Top 200 Highest Crash Cost intersections (Mn/DOT crash data from 2005-2007) • Crash cost/year = $1.2 million • 106 crashes in Project area • 75% of those crashes were rear-ends crashes • 33% of those crashes resulted in injury December 7, 2009 9
Project Benefits • Safety- It is anticipated that the project improvements will reduce number of crashes at the intersection by around 80%. • Mobility-Currently, the TH 13 and TH 101 intersection has a capacity of 4,400 vehicles per hour. The project will more than double the capacity of the intersection. • Floodplain- Raise eastbound lanes of highway above the 100-year floodplain elevation. • Bus Shoulders- Widen outside shoulders in each direction to accommodate buses.
Highway 13 & Highway 101 Interchange Project Timeline • 2007 Scott County applied for and received Federal Funding (for fiscal year 2012) • 2008 Mn/DOT started working on preliminary design • August 2008 Open House • Met Council Approval for scope change (leaves 126th St signal in place) • December 2008 Informational Meeting • February 2009 Council Meeting • September 2009 project accelerated using American Recovery Reinvestment Act (ARRA) funding • 2010 construction
Highway 13 & Highway 101 Interchange Project Funding • $7.84 million in Federal Surface Transportation Program funding (accelerated to 2010) • $2 million in Scott County wheelage tax (match for Federal funding) • $885,000 in State Safety Capacity funding (accelerated to 2010) • Around $5 million in ARRA funding
Project Overview – Proposed Conditions • Bridge eastbound Highway 13/Highway 101 (bridge is longer than initially proposed) • Raise eastbound lanes above 100-year floodplain elevation • Ramp construction • Signalize lefts on and off westbound Highway 13/Highway 101 • Access closures/modifications • Leave Highway 13/126th St signal, but add pedestrian crossings
Access Closures/Modifications Highway 13 and Louisiana Avenue From a full access, uncontrolled intersection To full closure Highway 13 and Rhode Island Avenue From a right-in/right-out To full closure Highway 101 and Zinran Avenue From a ¾ intersection To right-in only December 7, 2009 14
Frequently Asked Questions Why didn’t Mn/DOT consider a design that eliminated the need for any signalized intersection, with access to TH 13 via ramps only? Would require grade separation of two bridges (a bridge over the eastbound bridge or two ramp bridges) Grades would necessitate a change of access at Highway 13 and 126th St Many ramps are signalized at interchanges December 7, 2009 16
Frequently Asked Questions The design still requires a weave to enter TH 169 northbound, vehicles will need to cross two lanes of full speed traffic, can the weave be eliminated? Would require a westbound bridge Balancing benefits and cost Weaving distances meet standards Looking to improve northbound TH 169 entrance ramp capacity during AM peak period December 7, 2009 17
Frequently Asked Questions Will this project really help traffic flow in the morning if no improvements are made to TH 169 northbound? Improvements made in stages I-494/TH 169 project Northbound TH 169 weave to Old Shakopee Rd exit ramp Non-peak benefits December 7, 2009 18
Frequently Asked Questions Can the access at Zinran Avenue be moved to the west to allow a right-out onto TH 13? If so, how far would it have to be moved? Corridor vision and access management Intersection influence area For weaving at Zinran Ave, 1500 feet minimum and 2000 feet desirable Only 200 feet from Zinran Ave to exit ramp Eastbound grade rising for bridge December 7, 2009 19
Frequently Asked Questions If a right-out access onto TH 13 at Zinran Avenue cannot remain, can a right-out on the TH 13 southbound turn lane be designed? Intersection influence area Speed differentials of high-speed deceleration and low-speed acceleration Would need to weave on southbound TH 13 to make U-turn at 126th St signal December 7, 2009 20
Frequently Asked Questions Can a right-in and/or right-out at Louisiana Ave be allowed until a traffic signal is installed at Dakota Avenue? Corridor vision and access management Intersection influence area Traffic on entrance ramp is accelerating, watching mainline traffic and preparing to merge Entrance ramp merge area to main line is at Louisiana Ave (no room for the 1500 – 2000 feet weave and a 500-foot turn lane for the right-in or the 1000 feet minimum – 1500 feet desirable for the right-out) December 7, 2009 21
Frequently Asked Questions The local streets will take more traffic as a result of the access closures, does Mn/DOT have funding to offset any expected costs related to the local roadways? The City may use State Aid funding on designated Municipal State Aid Streets Zinran Ave 126th St December 7, 2009 22
Frequently Asked Questions Will business signage be allowed that can direct traffic to the local businesses after construction is completed? During construction? Engineering Standards Mn/DOT Policy Mitigation for construction impacts on businesses December 7, 2009 23

Design-Build Process • Design-build is a contracting process that brings designers and contractors together early in the detail design portion of a project. The owner clearly defines the standards and general specifications they expect for a project, and the design-build team works together to satisfy those requirements. • http://www.dot.state.mn.us/designbuild/
Project Construction • Design flexibility • Traffic control during construction • City involvement • Business Liaison Contact • Construction coordination with other projects in the area December 7, 2009 26
