Study Purpose • Primary Purpose: • To foster cooperative land use planning discussions between the City of Tampa and MacDill AFB; and, • To provide a policy framework of compatible development measures designed to prevent urban encroachment, safeguard the military mission, and protect the public health, safety, and welfare.

Study Schedule • Study Kick-Off • July 2005 • Public Information Workshops: • December-January 2006 • Policy Committee Update Meetings: • March 8, 2006 • April 12, 2006 • May 10, 2006 • June 21, 2006 • City Council Hearing on July 20, 2006 at 11:00 a.m. • Study Completion by July 31, 2006 • Submit proposed comprehensive plan amendments on August 1, 2006

AICUZ Land Use Recommendations • Example uses: • No residential uses within the Clear Zone or APZ I; however, single-family detached housing at a rate of 1-2 units per acre is compatible within the APZ II • No restaurants or food related retail within the Clear Zone or APZ I; however, a variety of retail uses are compatible within the APZ II • Cultural and leisure activities (including churches are not compatible within any of the zones)

Study Parameters • Review existing zoning, land use, infrastructure, parks/recreational areas • Document actual land uses from field surveys • Evaluate development trends and pressures • Evaluate MAFB growth objectives and operational needs • Document public input • Generate recommendations regarding future development potential in the peninsula

Pending Study Recommendations • Short term goals: • Create the MI-AP land use designation, ‘Military Installation – Airport’ • Create new zoning classifications to follow land use designation: MI-AP-1 through 5 • Establish a real estate disclosure requirement • Codify, define, and formalize the process for development permit applications to require Federal Aviation Administration and MacDill Air Force Base approval authorizing particular heights for development proposals

  14. Pending Study Recommendations • Long term goals: • Investigate the feasibility of establishing an avigation easement for all new development • Develop a land acquisition program • Create a street signage program identifying APZ’s and CZ
