Defense Logistics Manuals (DLMs) Status • Draft DODI 4140.01 – Awaiting Signature • Designates publication of the DLSS/DLMS manuals as Defense Logistics Manual (DLMs) • DLSS (aka MILS) identified for conversion to DLMs = MILSTRIP, MILSTRAP, MILSBILLS, and DAAS manual • DODAAD and MAPAAD manuals will be incorporated into the DLMS DLM, Vol 6 • Once DODI is staffed and approved: • DLSS/DLMS manuals will be sent to publications as DLMs: • DLMs will incorporate numerous ADCs not yet published • DLM format is basically the same as current DLSS/DLMS manuals • Publications turnaround time is unknown, but DODI requires publication within 180 days of the instructions publication • DLMs will be published on the DLA Logistics Management Standards website once approved/signed by publications • DRAFT DLMs, as sent to publications, will be available from the DLA Logistics Management Standards website https://www2.dla.mil/j-6/dlmso/ pending final publication
Defense Logistics Manuals (DLMs) Volume Outline • Projected Volume Outline for the DLMS DLM: • Vol 1 Concepts and Procedures • Vol 2 Supply Standards and Procedures (encompasses DLMS equivalent of MILSTRIP, MILSTRAP, and SDR supply functions) • Vol 3 Transportation (new Volume, see ADCs 305, 316) • Vol 4 Finance (currently Volume 5) • Vol 5 DLMS Data Management (new Volume) • Vol 6 Logistics Systems Interoperability Support Services • Vol 7 Contract Administration (currently Vol 4 - Acquisition)
Combining DLSS and DLMS Manuals • Background: • DLSS/DLMS procedures are covered by multiple sets of manuals • DoD 4140.1-R mandates move to DLMS procedures • DoD Components are migrating to the DLMS • DLA Logistics Management Standards no longer has the resources to maintain separate sets of DLSS and DLMS manuals • Current process of maintaining two sets of publications, which contain essentially the same information for the different formats, is resource intensive, duplicative in nature, and no longer practical • DLA Logistics Standards Management is moving towards combining DLSS manuals with DLMS manual • Multi-step process
Combining DLSS and DLMS Manuals (Cont’d) • Combined DLSS/DLMS Manual: • Will maintain visibility of DLSS peculiar terminology where applicable • Effort will be made to better align DLMS Volume 2 chapter structure to that of the present DLSS (MILSTRIP/ MILSTRAP)chapter structure • Appendices covering DLSS codes and formats will be removed from manuals and reside on the DLMSO website (location TBD-probably DLM pages and DS page) • Status of combining DLSS with DLMS: • DoD 4000.25-6-M DODAAD Manual has been moved into DLMS Vol 6 (see ADC 251) • DoD 4000.25-8-M MAPAD Manual – being moved into DLMS Vol 6 (see PDC 309) • DoD 4000.25-1-M MILSTRIP combining w/DLMS Vol2 Supply Stds & Procedure • Effort has begun • DoD 4000.25-2-M MILSTRAP combining w/DLMS Vol 2 Supply Stds & Procedure • Effort has begun • DoD 4000.25-7-M MILSBILLS combining w/ DLMS Vol 4 Finance • Effort has begun • DLAI 4140.55, AR 735-11-2 SECNAVINST 4355.18A, AFJMAN 23-215, Reporting of Supply Discrepancies – moved into DLMS Vol 2, Chapter 17
