  2. Assessment StudiesFor the Proposed Rogun HPP The presentation covers key aspects of the process for engagement of consultants for the two studies: • Techno-Economic Assessment Study (TEAS) and • Environmental & Social Impact Assessment (ESIA) 2

Approach of the Assessment Studies • The two studies will together cover all aspects of assessing the proposed project • The two studies are being conducted separately • Linked together in terms of key topics and deliverables e.g., downstream environmental and social impacts of different reservoir filling and operations 3

TEAS Consultant Selection - Summary • RFP’s Issuance - April 3, 2010 • Pre-proposal and Site Visit - April 26-27, 2010 • Bids received by Barki Tajik from 3 consortia in June 2010 • WS Atkins International, SMEC (Australia) and Approach (Tajikistan) • Coyne et Bellier (France) ELC Electro consult (Italy) and IPA Energy & Water Consulting (UK) • EDF (France), Fichtner (Germany) and Stucky (Switzerland) 7

TEAS Consultant Selection – Summary (Contd.) • Evaluation - All three firms were technically qualified. • Consortium lead by Coyne et Bellier - Selected for negotiations based on highest score • Contract Negotiations – Sept. 20-30, 2010 (World Bank participated as observers) • Contract Signed - February 8, 2011 8

Coyne et Bellier ConsortiumKey Strengths • Coyne et Bellier established in 1947 – a highly experienced and respected firm in the field of dams, hydro-electric and water resources • ELC Electro consult, a leading energy sector consultancy firm; additional support in hydraulics • IPA – Economic analysis and mathematical modelling • Russian speaking specialists with experience in large regional projects • Strong methodology and work plan 9

  11. Selection of ESIA Consultant – Summary (Contd.) • Only Poyry Switzerland submitted bid – June 10, 2010 • World Bank disagreed on technical qualification of Poyry’s proposal • Rebid agreed by Barki Tajik- revised scope of the services / RFP and increased budget 11

  15. Way Forward • The two consultants are fully mobilized • The draft inception reports have been submitted • Timely completion of various activities needs effective coordination amongst: • Coyne et Bellier • Poyry • Design Institute, Moscow • Government (Barki Tajik and other bodies) 15
