TheContextualisation of ITT for non traditional FE Client Groups Craig Marshall DCTPN
The Project Is working on • Work Based Learning • Adult & Community Learning • Offender Delivery • Voluntary Delivery • E based Delivery • Support to bridge the PtLLS to C/DtLLS gap
Work Based Learning What does the Sector look like in the South West? • Nationals 10% of the providers • Regionals 5% • Sub Regionals (3 counties or less) 75% • Locals (Only 1 town/ locality often employer deliverers) 10%
Key Trends • There has been a 75% decline in the number of private training providers in the last 15 years • A very significant increase in the grades obtained in inspection in last decade • More than doubling of apprenticeship success rates in last 6 years
Contracts A range of contractors: • Learning & Skills Council • Department of Work & Pensions • Learning Direct • Significant increase in the amount of full cost recovery work undertaken
Size of the Training Market • Estimate is that South West private providers employ 6,000 staff, (both front line and support) • In any given year it is likely that between 750 to 1,000 staff may be involved in PtLLS, CtLLS and DtLLS
Feedback from Providers on their current experiences • Very few have had any contact with HEI’s • Serious concerns that the institutions their staff have attended have not delivered a programme which is relevant to the WBL • Staff on programmes often feel like outsiders in an FE environment • Problems accessing courses, Sept-Sept, full with FE’s own staff, inconvenient times • Traditionally WBL has a stronger link to A&C
The Result • A huge opportunity exists for whoever is intent of delivering an all inclusive successful programme
