  3. Development Stage.... Need For a Policy • •A consistent approach to ice time allotment in 10 arenas was required. • Several communities had different ways of sharing prime ice www.chatham-kent.ca

  4. Development Stage.... Focus of the Policy • • To ensure minor sport organizations had priority access to ice time during prime ice hours . • Ice was given on an equal basis based on need. www.chatham-kent.ca

  5. Development Stage.... • Data was gathered through meetings and surveys from Facility Supervisors, user groups and other municipalities such as: • LONDON • SARNIA • HUNTSVILLE • LEAMINGTON • HALTON HILLS • BURLINGTON www.chatham-kent.ca

  6. Development Stage.... • Information was also collected from the sport governing bodies: • Canadian Hockey Association • Ontario Minor Hockey Association • Skate Canada • Ontario Ringette Association • Ontario Women’s Hockey Association www.chatham-kent.ca

  7. Development Stage.... What is an Ice Allocation Formula? • A formula used to equally distribute ice time to minor groups based on need using the same criteria for all groups. www.chatham-kent.ca

  8. Development Stage.... Existing Standards Hockey & Ringette: The Chatham-Kent average # of players per team in both house league and travel was: 15 players/team www.chatham-kent.ca

  9. Development Stage.... Proposed Standards Hockey & Ringette: House league - 15 players /team Travel - (A/E) - 16 players/team Instructional - 40 skaters/hour www.chatham-kent.ca

  17. Implementation Stage.... Definitions • Home Arena: • A group that contracts the majority of their total ice time in a particular arena. www.chatham-kent.ca

  18. Implementation Stage….. Demand & Supply of Ice • If the demand for ice exceeds the supply in each home centre, each minor group must take a % of non-prime ice. • Ice time acquired outside a home arena will be credited as part of the groups non-prime ice allotment. www.chatham-kent.ca

  19. Implementation Stage…... Registration Data • Registration information is gathered from the previous seasons registration. • Registrants must be Chatham-Kent residents or covered under a joint use agreement and may only be counted once www.chatham-kent.ca

  20. Implementation Stage.... Historical Precedent • Consideration is given to time allotment according to previous years usage. • Significant change in annual allotment is based on: • REGISTRATION LEVELS • REGISTRATION COMPOSITION • EMERGING NEEDS www.chatham-kent.ca

Tournaments • Any new events are to be negotiated with major users affected. • Each major user is allowed to host 1 event per year with consideration given to current events hosted. • Hours lost for special events are to be negotiated between affected groups. www.chatham-kent.ca

Affect on Adult Groups • Consideration to historical use is given when allocating adult times. • Adult groups pay 100% cost recovery rates and assist in keeping the rental fees to a minimum for minor groups. • If an adult group cancels seasonal ice, minor groups in a deficit will have first opportunity to rent the ice time. www.chatham-kent.ca

Who Gets First Choice Of Prime Ice? • Home arena groups will have first choice of available ice time allocation. • Surplus ice will be offered in the following order: • Home arena minor groups in a deficit • Non-home arena minor • groups in a deficit www.chatham-kent.ca
