  2. Role of MEU • Gathering feedback of stakeholders • Assisting with and analysing stakeholder feedback • Contributing to strategy development • Assisting with the drafting of Malta’s National Programme for Asylum and Migration Fund • Compilation of relevant EU template

  3. Partnership Principle • Article 12 of the Horizontal Regulation • Parameters applicable to both AMF and ISF • Requires that each MS organises a partnership with the authorities and bodies concerned in the drafting of the National Programme. • Such bodies includes international and non-governmental organisations in the field.

  4. Progress so far • A number of action were proposed from interested parties. • Preliminary evaluation, feedback provided and clarifications sought. • Needs in the sector are being identified and assessed. • Further input is required in this regard to substantiate current assessment.

  5. Your Role • Your experience and expertise in the field is an asset. • What are the areas where intervention is needed? • What has worked in the past? • What are the risks to look out for? • What was not successful? • Where do you think the Fund can have the most positive impact?

The “Needs Analysis Sheet” • Download template from: • http://www.eufunds20142020.gov.mt • Template includes: • Need Identified & Proposed Intervention • Fund Objective targeted • Background, Justification and Expected Result • Risks and Mitigating Actions • Your feedback should be sent to MEU and FPD by the 23rd September.

  7. Recommendations • Focus on identifying needs not project ideas • Identify national needs • Specific and clear submissions • Realistic indicators • Joined-up interventions and economies of scale • Provide best practices and lessons learned!

  8. Way Forward • Your feedback is essential towards the development of national strategy. • Facilitates the compilation of Malta’s National Programme, in line with this strategy. • Calls for project proposals by Responsible Authority in line with National Programme. • Contribution towards the implementation and the achievement of this strategy through projects.
