Why we should be concern with Corruption at the Local Level? • C. distorts the allocation of local resources and the performance of local governments. • The consequences of C. are: • increased social polarization • inefficiency in public services • low investment • decreases economic growth • No recipies. However practical tools adapted to each particular case can help when: • There is political will • There is a participatory approach for institutional reforms.

What is corruption? • WB definition: misuse of public services for private gain. • The common ground for the misuse of public power for private benefit is related to three elements at the local level: • 1) Discretionality • 2) lack of public information and transparency • 3) lack of accountability

  4. How to Control Corruption at the Municipal Level • No recipies. However practical tools adapted to each particular case can help when: • There is political will • There is a participatory and integrated approach for institutional reforms. • Some of the tools: ( How to involve people in policymaking, diagnostic to identify priorities, informatics to track public revenue and expenditure, simplified rules to improve procurement process, participatory techniques for improving local budgets)

STEP 5: IMPACT AND LESSONS LEARNED • Participatory methodologies increased transparency, credibility and the capacity to address municipal problems • Citizens in this municipality: • Decide the manner in which local government expenditures are allocated • Understand that putting an end to bribery frees up financial resources (reallocation of services) • Decide how and when to allocate resources, and that they control implementation of programs

STEP 5: IMPACT AND LESSONS LEARNED • There has been increased satisfaction with municipal services and less complaints due to: • The fact that prioritization and trade-offs are necessary • The fact that citizens are involved in defining priorities • Administrative procedures have been simplified • The credibility of the mayor and the municipality has been enhanced • The propensity for citizen participation in government and the sustainability of institutional reforms has increased
