Monitoring and Audits • All activities will be subject to State of Mississippi monitoring and HUD audits • Monitoring and audits can occur up to three years after the final payment
Invoicing • MSPA must request funds from MDA. • Prime contractor’s invoices received by MSPA by the 20th of the month • CH2M HILL will review and make recommendations by the 27th of the month • MSPA will request funds from MDA on approximately the 1st of the month • Port Commission Agenda for approval of invoice is set on the first Wednesday of the month
Invoicing (continued) • Port Commission Meeting for approval of invoices on the second Thursday of the month • MSPA makes a request for funds to MDA • MSPA receives funds from MDA approximately two weeks after request • MSPA issues checks (or electronic transfer) within three days of receipt of funds • It takes approximately six weeks to receive funds

General Information • Construction IDIQs bid based on unit prices and estimated quantities. • IDIQs have no guarantee of work. • Phase 2 expected to last 4 years. • All contracts will be executed with the Port. • CH2M HILL will manage all contracts.
General Information • Work is under a Federal Grant and will require compliance with HUD and other Federal regulations. • May choose more than one firm per RFP. • Try not to choose one firm for two RFPs. • Selection Committee likely to be MSPA, MDA, and CH2M HILL staff. • Interviews not planned, may in special cases.
General Information • There will not be a mandatory site visit. • Firm must be licensed to work in MS. • Meetings will be in Gulfport. • MSPA Commissioners and MSPA, CH2M HILL, and MDA staff should not be contacted. • Professional selection will be competitive; best qualified. • Construction will be competitive; lowest and best.
Selection Process • Selection Committee will evaluate all submittals • may select most qualified respondent • may define a “short-list” and conduct interviews • After selection, will review submitted cost materials • Will initiate contract negotiations with most qualified • If unable to negotiate a satisfactory contract, will proceed to the next most qualified • Time is of the essence
